BTS Advisory worked with councils and vendors to improve and optimise the parking experience for drivers, retail and councils. As the Managing Director I worked with clients to review current state and engage with stakeholders to co-create the change vision and project objective, then develop a business case, analyse the financial and economic impacts as part of a CBA, identify stakeholders and end users, agree an ongoing communications strategy, project manage the implementation, execute the evaluation plan to measure success. Pre-Project Stage: Using the core tenets of AgilePM/PRINCE2 to agree goals, we worked with clients to generate options, identify requirements and extract maximum value from vendors. Early identification of issues was key to project success and we identified key dependencies to ensure efficient deployment. Outcomes were not enough; we focussed on measuring the end user impact before, during and after deployment to assess how well we realised the benefits outlined in the business case. Project Life-cycle: We worked with councils to help extract maximum value from the market to deliver the technical and functional requirements and realise benefits for end users. We placed a premium on stakeholder engagement and promotion of the service to end users to ensure the required usage and impact. We then worked closely with the vendor on product development and innovation by conducting UX design sprints and process mapping to deliver service improvements, and deliver more efficient parking and enforcement service delivery, leveraging technology and usage data to understand whats happening and why it happening and then predict it happening.

Program managed 6,000 projects as first wave in the Rudd Government's most 'spade ready' response to the GFC in 2009 - covering inception, guidelines, probity, application and assessment, approval, payments, contract management, variations, financial and performance audit, acquittal and evaluation. Delivered infrastructure projects across 150 electorates, liaising with 565 local councils and the ACT, expending $450 million and managing 35 people. Procured a $2 million SAAS GMS/CRM database and agile developed variation, reporting and acquittal modules in parallel with program delivery. My program was 'ANAO approved' - I received a compliment from their FAS re my use of a expert assessor for all 'high value high risk' projects. Most days, the staff were 4 deep at my door and I had 3 minutes to make a decision. Achievements:- introduced expert review of all high risk high profile projects to ensure value for money and leveraged $1 million extra project value- improved performance (reduced variation rate from 33% in Round 1 to 2% in Round 2)- delivered eGrants.com end user take-up of more than 99% and end user satisfaction of 95%.- delivered 780 media releases in 4 weeks with a team of 3 covering ALL 150 electorates - identified repeatable processes (e.g. 30 step variation process)- fastest assessment was 4 minutes, average was 4 hours and the longest was 4 months. Managed delivery of and implemented polices for; Assessment, Compliance, Eligibility, Contract Negotiations, Funding Agreements, and Business Rules.Managed delivery of detail centred and high level reports for various stakeholders including; Program Status Report, Program Completion Prediction Report and Questions on Notice. Managed delivery of plans and program critical documents including; Funded hundreds of Dual use bike/pathways and started the Otways railway bike trail! Spawning a whole new revitalisation of that regional economy through bike trail tourism... from little things.

BroadbandNow Manager who met daily with the Minister's Office advisors to promote the $2 billion OPEL Network, a national fixed wireless and backhaul network. My work focused on promoting community take-up of broadband services, applying Telecommunications Regulations and consumer rights, creating communications content, and promoting the benefits of fixed wireless nationally and that wireless is key for quality broadband coverage in regional and rural areas. I was the Australian Government OECD broadband league tables representative. Supported assessment of health and education digital demonstrator project funding, as part of the $113 million Connected Community Infrastructure Fund (CCIF), that funded remote health care in regional areas nationally to improve online access and service provision for rural and remote citizens and businesses. Chaired the National Broadband Strategy Implementation Group Data Working Group and reported annual growth in broadband take-up in health and education sectors for a COAG sub-committee, and researched and produced broadband take-up and usage case studies for promoting digital uptake nationally.Australian Government representative at OECD Workshops (London) and 'league tables' liaison, Regional Telecommunications Briefings facilitator and commissioner of surveys with national research companies (Sensis, DBi, Roy Morgan) to track broadband and digital uptake (e.g. by GPs and Pharmacies), all of which taught me to always get back to the real numbers.

I trained and developed Researchers at the Office of the Refugee Applications Commissioner's, conducted Maturity Assessment, produced Business Rules and advised ex-High Court judges at the Refugee Appeals Tribunal, during a high growth period in asylum applications, representing Australia at the UNHCR conference.
