Already into its 3rd year of system development, a major e-business was suffering from lack of control in schedule, cost and scope, and had missed several key milestones. The pressure from the user community was extremely high and negative. The project was at the verge of total failure.I was brought into the organization for a rescue mission. Everything I know and do for managing complex project was put to the test. Under my direction, the project turned from total disaster to perfect execution in less than 3 months. Every faucets of the project was examined and managed: scope, design process, development methodology, QA, change management, budget ($3.1M) and schedule (14 mths), team building (30+ people), stake-holder relationships, communications and risk mitigation. System was successfully deployed in Feb 2004 and received very positive feedbacks from user community.

In this Management Services Provider (MSP), I was charged to develop information systems to support the business operations. Project accomplished include: Integrated and web-enabled OSS environment (OpenView, CIC, Concord) to manage network services, enhanced Trouble Ticketing System (Remedy), developed and deployed Customer Services Web-Portal with integrated network monitoring, help desk, and knowledge-management functionalities. PM role included managing scope, time (12m), cost ($1.5M), people (5), vendors (4) and risks.

Established and managed R&D center to develop, manufacture and deploy network-monitoring systems on client/server platforms. Key technologies involved include internetworking, data acquisition and control, client/server computing, GIS and large-scale system integration. Structured development methodology, requirements management, quality management, budget control, resource scheduling, HR management are some of the management aspects that I handled on a daily basis.IT Management Managed IT infrastructure for about 150 users (Novell/Win*). The Canadian Space Station Program is a major international partner of the Space Station Freedom Program initiated by NASA. In this program, I had major responsibility over the technical performance, cost and schedule of the ground based system that would support the operations, monitoring, diagnostics, planning and logistics of the on-orbit robotics systems. The system involved software development (UNIX platform), WAN/LAN elements, simulator, and AI system. Under my leadership, the project completed major design reviews and went through numerous challenging technical and management issues. My responsibility in systems engineering and project management also included managing engineering subcontracts of over Cdn$14M.

Quality management is a key factor in the nuclear industry. Complying to a series of safety critical software requirements, I developed system specifications and the applicable software engineering plans and procedures for the Ontario’s Darlington station safety system. I performed system analyses, developed and managed the configuration controlled software library. These responsibilities demanded keen conceptual and academic skills, as well as hands-on technical and management competency.

In a company that specializes in advanced training systems, I was responsible for the development of real-time aircraft simulators (F-18, F-15 and E-6) for training maintenance ground crews. My responsibilities included requirement definition, software specification, design, implementation, test and integration. Various training concepts and simulation techniques were innovated on mini- computers (PDP-11, UNIX). Under my supervision, a computer-aided-software-engineering (back-end CASE) tool was developed to maximize software productivity.
