Chairperson of the Greater Des Moines Sister Cities governmental body managing the Des Moines area's international partner city relationships. Previously served as Vice Chair of the Commission and Chair of the Saint-Etienne (France) Committee.

Represented the Municipal Corporation of Marshalltown, Iowa in organizational and legal matters, including but not limited to contracts, personnel matters, litigation, prosecutions, intergovernmental relations, legislative drafting, health and safety, economic development, civil rights, environmental protection and remediation, land use, and other related public concerns. Used skills and knowledge developed at other levels and branches of government to assist local officials and their council, boards, and commissions to revise policies and procedures for more efficient and effective governance, legal compliance, and immunity.

Member of the City of Des Moines’ senior management team as Director of the 18-lawyer Legal Department and managing the activities in a cost-effective manner, while minimizing the city’s legal exposure, including emergency management during the Great Flood of 1993.Provided legal counsel to the City and its officials and departments.Hired, trained, and provided developmental opportunities for staff, thus enabling the Department to develop in-house expertise, provide more comprehensive legal services, and reduce the costs to the City by eliminating most of the need to hire external legal expertise.Managed litigation and its related decision-making.

Provided legal advice and organizational direction to this nonprofit association that represents the cities of Iowa, with function of the position primarily focused on legislative related matters including full time lobbying, speaking and training activities. In 1983 hired as Legislative Counsel.

As Legal Counsel in the Legislative Service Bureau provided legal research and legislative drafting in multiple areas of public policy, and provided legal expertise and counsel to members of major House and Senate committees, and for individual senators and representatives, on a nonpartisan basis. Responsibilities included representaion of the State in drafting an interstate compact, and serving on committees of the National Council of State Legislatures.
