As Senior Vice President, Chief IP Strategist at Qualcomm, Roger determined the strategic direction of and managed one of the world’s leading Intellectual Property (IP) portfolios, containing over 130,000 patents and applications in 150 countries worldwide. He created and led a cross-functional IP department of 275 engineers, attorneys and business people that is recognized as the primary model organization for effective IP management in the technology industry, with a $325 million-dollar annual operating budget. Roger had responsibility for all aspects of IP management, including directing activities in IP preparation & prosecution, IP-related mergers & acquisitions, IP litigation and licensing negotiation, IP-related anti-competition defense, industry standards IP policy compliance, Open Source software strategy and compliance, IP budgeting, and IP policy advocacy. Roger managed issues in a wide variety of patented technologies including design of communication systems (both cellular and LAN), computer hardware and software, medical devices, consumer electronics, video, audio, and semiconductor chips. He was responsible for the management of over 3,000 Trademarks in 190 countries, millions of pieces of Copyrighted media, and countless Trade Secrets. Roger directed IP strategy in key markets, including China, Korea, India, Europe, Japan, Brazil, Russia, Taiwan and other countries. Roger has litigated dozens of patents and defended many IP-related anti-competition claims in such major jurisdictions as China, Korea, Taiwan, Europe and the US. Earlier in his career, Roger prepared and prosecuted over 200 of Qualcomm’s fundamental patents. While attending law school at night, Roger was an engineer at Qualcomm, and member of a team responsible for designing and modeling Code-Division Multiple Access (CDMA) Infrastructure and cellular phones. Prior to joining Qualcomm in 1993, Roger was a Naval Officer who honorably served during the First Gulf War.
