In the Philippine Disaster Risk Reduction and Management System, the DSWD is the Vice Chairperson for Disaster Response and Early Recovery. With this, the Department through the Disaster Response Management Bureau (DRMB) develops and implements Disaster Response and Early Recovery (DRER) Programs and Services for disaster-affected families. To ensure efficient and immediate delivery of DRER Programs and Services, the DRMB through the Capacity Building Section provides science-based and need-based Learning and Development Interventions (LDIs) to the DSWD Quick Response Teams (QRT) from the Central Office and sixteen (16) DSWD Field Offices — preparing them for deployment during disaster response and early recovery operations.Our team in Capacity Building considers the application of Learning and Development (L&D) models and principles in developing/enhancing learning manuals and implementing L&D activities. We also provide technical assistance to the sixteen (16) DSWD Field Offices on the implementation of LDIs for their Regional QRTs. This ensures a standard and effective learning experience for all QRTs nationwide.

DSWD as a member of the Cabinet Cluster for Climate Change Adaptation and Mitigation-Disaster Risk Reduction (CCAM-DRR) implements the Risk Resiliency Program for Climate Change Adaptation and Mitigation Disaster Risk Reduction (RRP-CCAM-DRR).RRP-CCAM-DRR is an initiative of the Department aimed at enabling communities to enhance their resilience against disasters by addressing the impacts of climate change. The program carries out projects aligned with the climate change action plans of Local Government Units (LGUs). Additionally, it offers temporary employment opportunities through a Cash-for-Work (CFW) arrangement. Following ten (10) days of CFW participation, beneficiaries will receive compensation equivalent to 100% of the regional daily minimum wage rate.As an RRP Regional Focal of DSWD Field Office NCR, my responsibilities encompassed overseeing project execution, monitoring progress, and evaluating outcomes. I worked closely with national and local government agencies, local communities, and other partners to ensure alignment with program objectives, strengthen program implementation, foster collaboration, and advocate for the importance of disaster resilience and climate change adaptation. Reports are submitted monthly to keep the Management updated on the status of RRP projects and to document achievements, challenges with recommendations, and lessons learned from the program implementation. Further, these reports are used internally or shared with funders, partners, and other stakeholders to seek more project collaboration. Furthermore, reports are the references of the Management for policy enhancements, program development, and decision-making.

The DSWD is mandated to develop, implement, and coordinate social protection and poverty-reduction solutions for and with the poor, vulnerable, and disadvantaged populations. To fulfill its mandate, the Department implements a number of social protection programs, one is the Sustainable Livelihood Program (SLP).SLP is a community-centered initiative aimed at enhancing the socio-economic condition of its partner beneficiaries. It operates through two distinct paths; the Microenterprise Development Track aids micro-enterprises in achieving both organizational and economic sustainability. Conversely, the Employment Facilitation Track helps individuals access suitable job opportunities.As a Monitoring and Evaluation (M&E) Officer of the said program, I am responsible for overseeing the tracking and assessment of the program implementation and its impact on the communities and partner beneficiaries through the conduct of Focus Group Discussions, house-to-house visits, and interviews. Program performance and findings from the monitoring are communicated to the Management through the submission of monthly reports. In these reports, I offer recommendations for program adjustments, enhancements, or further intervention support based on my data analysis. Also, these reports are used by the Management for policy review and decision-making.
