Romeo L. Bernardo has had a varied career in finance and development that includes the academe, the Philippine Department of Finance, multilateral institutions—the IMF, the World Bank Group and the ADB, and private consultancy. At the Department of Finance, he rose to the post of Undersecretary (Vice Minister) in charge of International, Treasury Operations and Privatization during the Ramos administration. The highlight of his career was being in the core team that engineered the country’s graduation from the IMF and back to creditworthiness in the mid- 90’s, and high profile BOT/PPP/Privatizations across several sectors-- power, mass transport, tollroads, and water.He “privatized” himself in 1996, and since then has been active in consultancy as Managing Director of Lazaro Bernardo Tiu and Associates, and doing economic research and advocacies in various organizations/think tanks, including in the government’s Philippine Institute for Development Studies and the Foundation for Economic Freedom. He also sits in the boards of leading publicly listed corporations in banking, telecommunications, insurance, consumer products, and energy. He has published works in political economy and fiscal studies for the World Bank and the ADB, and writes a regular newspaper column. He is Philippine Partner of GlobalSource Partners, a New York based subscriber network of independent analysts.He did his baccalaureate in Economics in the University of the Philippines (Magna cum laude) and his Masters in Development Economics in Williams College, Mass.
