Project Manager / Capital Improvement Program
Project management duties consist of:Planning which includes the 5-year CIP for Fiscal Year (FY) 2022-2026. Procurement includes Requirement for Qualifications (RFQ) and Statement of Qualifications (SOQ). I review SOQ’s for professional services for CIP projects and prepare documents for consultant selection. Design includes the Preliminary Engineering Report (PER), 30% to 100% Plans Specifications and Estimates (PS&E), Open House, design coordination and agency coordination. Within the typical plan review process for public infrastructure construction, I review plan drawings and reports related to proposed infrastructure including roadways, water systems, wastewater systems, storm sewer systems and detention ponds, as well as erosion and sedimentation controls. Further I review the plans and specifications from Preliminary Plans to 100% Final Plans and generate comment letters throughout the process outlining all plan deficiencies and request to be corrected prior to project approval and permit issuance. Once review is complete, I send the plans to City Engineer for final review and signatures.Within the advertising and bidding period I prepare documents to be advertised to CIVCAST, arrange for Pre-Bid meeting, host the Bid Opening, and prepare recommendation letter for award to City Council.I am currently in charge of Program Management for Right of Way (ROW) Acquisitions for all transportation and utility projects including a total of 122 parcels. In charge of all Permanent Utility Easements, Temporary Construction Easements, Purchase Agreements and coordination of all negotiations. I also manage all Eminent Domain cases through the City Legal Department.
Engineer
• Review water system plans and specifications of public water system design standards for compliance with state and federal regulations and prepare related correspondence. • Apply regulations in a manner consistent with sound engineering practices and public health principles.• Review plans, specifications, engineering reports, design calculations and other related documents concerning construction and/or modifications of public water systems and related facilities.• Coordinate with other teams, sections, divisions for plan approval.• Provide technical assistance and rules interpretation related to engineering design; consult with others on rules interpretation upon request; provide assistance to consulting engineers, water system owners and operators, and the general public.• Conduct meetings and provide technical assistance regarding plan review and related functions on rules interpretation.• Attend Utility Technical Review team/section/division meetings as needed.• Conduct special projects as assigned. • Experience preparing and presenting speeches, planning workshops and conducting meetings.• Coordinate with engineers, board members and local, state, and federal agencies to gather information necessary to process public water systems plans and specifications.• Assist in the creation of guidelines documents and standards operating procedures. • Reviews innovative technologies, to include submittals for desalination and direct potable reuse projects.• Proposes, plans, and develops various rules, policies, and guidelines related to surface water treatment plants in Texas; and/or reviews the development of the list of ranked projects submitted by prospective loan applications of the Drinking Water State Revolving Fund.
Engineer / Construction And Environmental Assessment
I reviewed plans, specifications and environmental investigations for British Petroleum, Explorer Pipeline and Exxon Mobil projects. I coordinated soil and groundwater sampling and installation of monitoring wells and collection of soil and groundwater samples.Provided field services for site investigation, drilling, soil, and groundwater sample collection, and related work to subsurface pollution and ground-water remediation. This work included geologic logging of boreholes, monitoring well installation, oversight of well hydraulic tests, preparation, installation, and ongoing monitoring and maintenance of field instrumentation for groundwater monitoring, soil and sediment sampling, and groundwater sampling and flow measurements. I sampled and coordinated with testing laboratories on bottle orders and sample analyses and procedures. I prepared work plans, daily field reports, and field sampling log. I reviewed the reports, field data and provided recommendations for remediation. I reviewed refinery plans and recommended locations for new monitoring wells installed throughout the site at the Joliet refinery. I reviewed the plan sheets including the installation of multi-level groundwater monitoring and sampling systems. Exxon Mobil Wastewater Treatment Plant - East Chicago. I reviewed and provided environmental site assessments (ESAs), remedial investigations, groundwater monitoring programs, and environmental compliance. I performed soil and groundwater investigations, including soil and groundwater sampling. I provided technical support to engineers, reviewing work plans, engineering reports, and ensuring that work activities are in compliance with the Corrective Action Work Plan. I reviewed permit applications, registrations, and certifications for proposed new and modified construction and facility for the new carbon filtration system. I designed the activated carbon filtration system.
