During this period, helped the company successfully transition from electric rate caps to competitive electricity pricing-- achieving regulatory approval of electric and natural gas rate increases, while maintaining customer and stakeholder support. Successfully advocated for legislative authorization of an infrastructure surcharge mechanism with an estimated value of 0.5% ROE (~$20M and ~$7M annually for electric and gas product lines, respectively). Led the negotiations with the U.S. Department of Energy for a $200 million grant - leveraging federal stimulus funds to reduce the cost of the company’s digital communications network by one-third.

Achieved full recovery of annual purchase gas costs of $425 million. Successfully concluded litigation confirming nuclear decommissioning cost recovery of approximately $30 million annually for the life of licensed plants, thereby protecting shareholder value.

Collaborated with lenders, housing advocates, and the courts to develop foreclosure policies and tax payment plans that protected low-income homeowners, while achieving record collections of $135 million in FY 2006. Championed administration efforts to promote diversity and inclusion, achieving legal staff diversity of nearly 50% minority and 66% women, contract diversity of 55% and trebling pension fund diversity investments.
