When requested by the NT Minister for Water Resources, I would lead merit-based reviews of decisions by the Controller of Water Resources. This involved constituting the Panel of expert members, facilitating deliberations, guiding information-seeking, deriving at a consensus assessment, and communicating the resulting Panel recommendations to the Minister. Information seeking included facilitating and conducting inquiries, reviewing available science, and conducting expert and stakeholder hearings.

My role as Professor of Tropical Livelihoods was to consolidate and extend the research by CDU on issues relating to livelihoods of people living in the tropics, particularly in Australia. Key roles included undertaking research of relevance to end users of research, post-graduate student supervision, and facilitating planning and communications and growing the research business. Achievements include:* Design, negotiation, implementation, management, delivery, dissemination and scientific publication of industry and industry and policy-relevant research, including for the National Environmental Research Program (NERP) North Australia Hub; the NT Green Energy Taskforce; various NT Government Departments, National Water Commission, NT NRM, and the North Australian Indigenous Land and Sea Management Alliance (NAILSMA)* Strategic guidance of socio-economic research, research theme leadership, staff and project management* Supervision of post-graduate students to completion (PhD students from Laos, Philippines, Indonesia, Timor Leste, and Master students), post-graduate teaching, PhD thesis examination and administration* International collaboration and representation of CDU in international forums, including the Arafura Timor Sea Expert Forum, and convening and publication of an international research workshop on the social dimensions of market-based policy instruments.

Canberra Area (1997-1999) And Northern Australia (1999-2005)

I initially worked at the Division of Wildlife and Ecology in Canberra (Gungahlin), where I was part of a team of researchers exploring regional futures, in particular options for sustainable tourism development in the Port Douglas - Daintree region. I worked on a variety of projects including the costing of cyclone impacts. My work on marine and coastal policy was brought to bear in the Australian Government's National Oceans Policy. After shifting to the Division of Tropical Agriculture in Townsville in April 1999, I focused on broad-scale sustainability challenges and was instrumental in setting up the Ord Bonaparte R&D Program in the Kimberley. In my role as principal investigator, project manager and team leader, I undertook investigations with pastoralists and graziers in northern Queensland and with sugar cane growers. I led the CSIRO submission into the influential Hildebrand inquiry into the sugar industry.I developed and implemented a tourism research stream for the Tropical Savannas CRC to investigate the challenges of remote area tourism. I looked into water quality management options in the Great Barrier Reef, which would help define the Reef Water Quality Protection Plan. I contributed scientific expert advice to various technical advisory boards, including for the Wet Tropics Management Authority and Burdekin Dry Tropics Board, and supported Regional Natural Resource Management from its very beginnings.I was also a member of the research team, lead by Paul Walker, who developed the Tourism Futures Simulator for Douglas Shire, to enable the Council and other decision makers to explore the likely social, economic and environmental implications of planning and policy decisions.

I developed an economic framework for understanding the hydrological interactions in a catchment that cause dryland salinity and implemented a hydrological-economic computer model to test how policy interventions and changes in land management could best correct the problem.As member of a interdisciplinary team, I collaborated with colleagues from the CSIRO and the Australian Geological Survey Organisation.To ensure relevancy of the results, I liaised closely with NSW government agronomists and landholders in the Liverpool Plains catchment.

I was the recipient of a Feodor Lynen Fellowship by the Alexander von Humboldt Foundation. As part of my assignment, I undertook a farm-level economic analysis of dryland salinity to estimate the cost to farmers in the Liverpool Plains of NSW and identify suitable solutions. I was based at the UNE Department of Agricultural and Resource Economics and tutored the course "Agricultural Risk Management".
