Principle Investigator And Chief EngineerNational Smart Water Grid Jan 2002 - PresentThe US has floods along the Midwest’s rivers and droughts in the West that cause disasters with economic impact. These problems are solved with an integrated approach & comprehensive solution. Withdrawing flood water from the Mississippi River and its tributaries will mitigate the damage of flooding and provide a new resource of fresh water to Western States. The increasing heavy precipitation and flooding on the Midwest’s Rivers is supported by scientific literature that documents climate change since 1993. Flooding in IA, ND, TN, MO, AR and along the Mississippi River from 1993 to 2011 are examples. The Colorado River Basin and the western states are experiencing a multi-year drought. Fresh water can be pumped via pipelines and aqueducts from areas of flood to areas of drought or high demand. Calculations document 10 to 60 million acre feet (maf) of fresh water per flood event can be captured from the Midwest’s Rivers and pumped via pipelines to the Colorado River upstream of Lake Powell, and to destinations near Denver, and used along the water transportation routes. Water users of the Colorado River include the cities in NV, CA, AZ, CO, UT, Indian Tribes, and Mexico. The proposed starting, end points, and routes of the water transportation are documented, including right-of-ways for state and federal permits. The National Smart Water Grid (NSWG) could create a million new jobs for construction, operation, and maintenance and save billions per year in drought and flood damage reparations. The socio-economic benefits include decreased flooding in the Midwest; increased agriculture, recreation and tourism; improved national security, transportation, fishery and wildlife habitats; and decreased eutrophication in the Gulf of Mexico. The sale of captured flood water will pay for the NSWG. The cost benefit analysis indicates the NSWG is very beneficial. The availability and sustainability of freshwater is the most important issue facing humanity in this century.
