These provided not only new investments but many new jobs to the community.

Led the community of Cedar Rapids through the recovery from the worst flood in the city’s history. Secured flood protection funding by successfully working with state and federal officials in a collaborative manner while ensuring that their attention remained on the community I represented.I hired Jeff Pomeranz as the City Manager of Cedar Rapids. Leadership is critical in all organizations and the community needed an experienced city manager to work with the Mayor’s office on flood recovery and economic development.I was successful in convincing the Metropolitan Planning Organization (MPO) to change their funding formula. This required most of their funding to go to community trails. This change increased tourism, recreation, and resident quality of life throughout the county.The City of Cedar Rapids received numerous awards during my tenure, including the prestigious All American City Award. In addition, I personally received awards that included the Cedar Rapids Freedom Festival HERO award.

Developed an initiative called Book of Leaders which identified CRST employees that showed potential to move up in the organization. Providing pathways, identifying mentors, and monitoring this program lead to its great success.I raised $250,000 from customers and vendors to help CRST employees affected by the flood of 2008.

Lead the community effort to change the form of government in Cedar Rapids, Iowa from commission form to council manager form. This change made the community’s government operate more efficiently.While CEO, we passed the largest bond issue, at that time, to rebuild the schools in Cedar Rapids. This included construction of Viola Gibson Elementary. This is the last new school built in Cedar Rapids in over 20 years.

We created the Children’s Health Insurance Program known as Hawki.In this role, I passed the Community, Attraction and Tourism (CAT) program.I lead the effort to lower the top income tax rate from 9.9% to 8.98%As Chair of the Appropriations Committee, I led the effort to eliminate Iowa’s budget deficit of $408 million. We built a surplus of over $500 million.
