RC Mills Consulting LLC is an independent project services company. We specialize in systems start-up, check out and turnover project to insure ultimate performance of facilities and processes. RCMC focus is in the life science industries. RCMC also focus on staffing needs of clients in many industries.

• Served as contract metrology department manager for Becton Dickenson (BD) in Wilson, NC. The CCMS is a Blue Mountain Regulatory Asset Management (BMRAM) system. Approximately 2,700 instruments have been entered and are currently being maintained for scheduled calibrations. Serving as the manager for BD of the yearly metrology department budget as well as monthly metrics on budget / finances and calibration progress schedule for BD Corporate. Work with BD management on development of all calibration policies and procedures. • Served as a control system design reviewer and continued as commissioning project manager for Syngenta Corp., RTP, NC for a new bio-tech greenhouse complex. Managed all commissioning team activities which also included metrology / calibration of all devices. Managed the budget for Syngenta providing monthly progress reports that included but were not limited to budgets and commissioning progress. • Served as client development lead and project manager for NOVO Nordisk in Clayton, NC. Managed and executed a plant wide instrumentation assessment project as well as updating changes in the SAP metrology module. Managed calibrations of all product critical device calibrations being affected during the plant wide change over from JCI to Siemens control system that included 74 panels of control systems (BMS).• Served as project manager for Medicago Corp., RTP NC for plant wide calibration program to assess and calibrate devices initially. All devices were to be managed in the PCI BMRAM CCMS system. • Served as commissioning project manager for upgrade for the JCI BMS systems at Center for Disease Control (CDC) Atlanta, GA chiller plant.

Major Projects:• Served as MEP FP and Lab Planning engineering project manager for Southern University NY (SUNY) project at Kings County Medical Center, Brooklyn NY. 5,000 Square Foot BSL-2 Plus Non-Human Primate Facility Vivarium for International Aids Vaccine Initiative (IAVI). Managed all engineering personnel as well as all budget related issues. • Served as MEP FP and Lab Planning project manager for an IAVI 50,000 square foot AIDS laboratory at the Brooklyn Army Terminal, Brooklyn NY. Space included BSL-2 and BSL-3 laboratories. Duties include but were not limited to budgeting, design progress and execution issues resolution during construction.• Served as MEP FP project manager for a 500,000 square foot laboratory build at the Brooklyn Army Terminal. Developer is Phase 3 and Architect is Hellmuth, Obata & Kassabaum, L.P. (HOK) NY, NY. Facility Basis of Design (BOD) to include a 50,000 sf non-human primate vivarium. Remaining floors to be leasable commercial laboratory space.• Wyeth Vaccines, Sanford, North Carolina Development of plant-wide instrumentation and control system standards to be used for current change out for new project specifications. • Animal Health Research Center (AHRC), University of Georgia, Athens, GeorgiaServed as technical lead for the document development and commissioning execution of a BSL-3Ag Bio-containment facility. Served to performed all Steris Sterilizer certifications as well as Effluent Disposal System (EDS) certifications.

• Biogen – Idec, RTP, North Carolina BETA Plant Technical Services• Gottlieb Skanska, New York, New York Turbine Instrumentation/Controls and Site management, (seven locations) eleven LM 6000 GE Turbines Managed an installation and metrology / calibration team consisting of 4 site managers with 125 contract technical support personnel as well as the six million dollar budget. • Bayer Corporation, Clayton, North Carolina (1996 to 2000 – now Grifols Pharma)Sterile Fill Facility, Allen Bradley PLC5 systems. Managed and negotiated contracts as a working Site Manager for a team of as many as fifteen employees to install, start up, IO check, calibrate, and assist in validation of four Calumatic prototype sterile liquid filling lines. Included were the rinser/washers, sterilizing tunnels, fillers, stopper delivery and stopper systems, over sealers and ASE built cage loader systems, two Gettinge pure steam generators, three Allpax pasteurizers with automatic loader/unloader systems, three Serial Lyophilizers, Revco Freezers, AWFI, HWFI, cooling tower and glycol systems, MetOne particulate monitoring system, fifty two associated Allen Bradley PLC 5 operating systems, an Andover HVAC Environmental Control system and low and medium voltage Allen Bradley switch gear. Participated in the development of all instrumentation standard calibration procedures for the associated instrumentation for the above listed systems. Class 1000 / 100 room gown certified.
