Founding executive of what has grown to be a $4 million non-profit corporation with a staff of 10, reporting to a 50+ member board jointly appointed by the Allegheny County Chief Executive and Mayor of Pittsburgh. Originally established to provide staffing and expertise to the Three Rivers Workforce Investment Board, the corporation now includes in its portfolio consulting services in workforce development to municipalities, private employers, education entities, and several local training boards in Ontario, Canada. Helped establish the Regional Internship Center/SWPA that has provided connections for several thousand students & employers. Oversees several industry partnership grants that were established to provide a forum for industry input into workforce development needs in their industry sector. Developed a reputation for outstanding labor market research with proven outcomes.

Popular teacher of an undergraduate course on the process of public policy. Frequently engages policy makers at the local, state, and federal level to be guest lecturers in class.

Managed the operations of the Pittsburgh Partnership, which handled the City’s job training funds. While there, negotiated the unique and long-standing agreement between Allegheny County and the City of Pittsburgh to create a cross-jurisdictional workforce investment board to oversee to sub-state areas.

Worked extensively with local private industry councils (predecessors to workforce investment boards) to ascertain impact of and inform changes in federal workforce policy. Private business was the focus of NAB’s work.

Responsible for all aspects of operation of a three-county consortium that administered federal and state job training funds. Simultaneously was on-loan to the US Department of Labor to develop a national quality management system for local workforce administrative entities.

As the youngest elected official in county history, managed the office charged with maintaining all original court document for criminal, juvenile, and final accounts; issuing marriage licenses; and developing electronic storage systems.
