Serving as managing member for consulting services on environmental documentation, with an emphasis on aircraft noise management. Evaluated noise management programs for airport sponsors and determined implementation priorities and identified new programs to address stakeholder and the general public’s concerns. Analyzed the use of Noise and Operations Monitoring Systems (NOMS) to meet the needs of the noise abatement office. Evaluated and tested NOMS to ensure data accuracy and reporting capabilities to meet airport sponsor obligations. Consulted on modeling efforts for new helicopter routes in the vicinity of a commercial service airport. Assisted the airport sponsor in identifying ways to address the community concerns related to the proposed helicopter operations and advised on the associated FAA regulations.

Served as project manager for more than 25 planning and environmental projects. Representative projects included: environmental overviews for master plans, FAR Part 150 studies, noise analysis for environmental assessments, aircraft flight procedure changes, Airport Cooperative Research Program (ACRP) analysis, and general consulting for on-call contracts. Directed project teams in the collection and analysis of data based on project objectives and the development of documents ensuring all FAA and National Environmental Policy Act (NEPA) requirements were satisfied. Extensive experience developing scopes of work and associated budgets for projects, and providing guidance and assistance to project team members ensuring all schedule and budget allowances were met. Extensive experience presenting project results to stakeholders and the general public.

Acted as Noise Program Manager for the Airport’s Noise Abatement Office, providing management oversight for individual noise abatement programs, including: the FAR Part 150 study update, citizen noise complaints, engine maintenance run-ups, and noise budget allocation. Worked extensively with airlines, local communities, user groups, and the FAA on addressing the noise concerns of the communities surrounding the Airport, ensuring all stakeholders had equal opportunities to participate. Managed several planning initiatives for the Aviation Planning Department. Served as lead planner on developing an organized and streamlined approach to the Airport’s Capital Improvement Program. The developed approach identified a way to prioritize projects based on critical need, funding sources, and dependency on other projects for completion. This approach removed the internal politics for getting project approval and the end result guaranteed necessary projects would be put at the top of the list for implementation. Acted as Project Manager for the redesign of the Federal Inspection Services (FIS) Facility passenger flow to ease congestion and confusion for those passengers with a final destination of Seattle. Worked extensively with airlines, federal immigration and customs officials, and consultants to ensure proposed solutions met the operational needs of the facility. The end result was a more positive experience for passengers and federal agencies working in the FIS facility.

Performed analyst functions for a wide range of projects, including: FAR Part 150 studies, master plan updates, noise exposure contour development, land use compatibility/development studies, air cargo market analyses, categorical exclusions, and system planning studies. Extensive experience with noise contour development and the associated evaluation to determine non-compatible land uses, documentation of findings, and presenting project results to the client and the general public.
