Providing technical and program management assistance to the Office of Naval Research for developing high energy density flywheels, enclosures for lithium-ion batteries, and novel high efficiency generators including Carnot cycle, thermo-acoustic, and fusion. Helped the Office of Naval Research manage a joint research and development project with Japan aimed at improving the hydrodynamic characteristics of amphibious vehicles.

• Assisted the Department of Homeland Security (DHS) Science and Technology Directorate with management of research and development programs for optical detection of trace explosives. The programs included four system development contracts and five supporting science efforts. Reviewed and drafted correspondence, procurement requests, reports, presentations, and other programmatic, technical, and contractual documents. Helped the program managers coordinate the program with other chemical, explosive, and drug detection programs, both inside DHS and at other agencies. Helped coordinate the Government-industry team that jointly advanced trace explosive detection technology from laboratory curiosity to the point that practical applications appear to be realizable. • Contributed to development of other documents, including risk management plans, an updated Security Classification Guide, and an Intellectual Property Management Plan.

Provided technical and programmatic assistance to the Army’s Standoff Suicide Bomber Detection System project. Reviewed the System’s drawing package. Identified sensors and sensing techniques that could be added to the System to improve its performance. Recommended design changes to make the System more compatible with military base Entry Control Point procedures.Drafted a document describing the experimental installation of the Improved Mobility and Operational Performance through Autonomous Technologies (IMOPAT) system in a Stryker vehicle.Developed inspection procedures for assemblies used in the Army’s Cerberus 3.0 (surveillance and reconnaissance system) update and standardization program. Reviewed the system’s drawing package.Assisted the Army’s Third Generation Improved Forward Looking Infrared program with development of their Intellectual Property Strategy. Reviewed and contributed to related documents, including the Statement of Work, Contract Data Requirements List, and Acquisition Strategy Report.

Provided information security assistance for the Office of Naval Research’s Electromagnetic Railgun Innovative Naval Prototype program and NAVSEA's Electric Ships Office. Drafted Program Security Plan. Developed and presented training presentations for both Government and contractor personnel. Coordinated development, including informal cooperation with the Army’s railgun program, of a revised Security Classification Guide.Assisted development of a conceptual design and cost estimate for installing a medium voltage DC power distribution system at the Pacific Missile Range Facility.Drafted an Information Security Guide, oriented toward managers of Office of Naval Research science and technology program managers.Provided systems engineering assistance to the DDG 1000 Propulsion System Integration Team and High Voltage Sole Source Vendor.Provided systems engineering assistance to the Office of Naval Research for the Survivable HM&E Control Systems program.Assisted NAVSEA with requirements derivation and procurement strategy selection for the Small Combatant Joint Command and Control System, a permanently installed Special Operations Forces command and control capability for SSGNs.

In particular, provided technical and contractual assistance in support of the AN/SSW‑2 Digital Data Set.Provided electrical engineering and program management assistance to the Marine Corps’ Assault Amphibious Vehicle (AAV) Family of Vehicles Program.Developed the detailed electronic design for upgrading the battery used in the Air Force and Marine Corps’ SB‑3865 portable switchboard.Served as interim manager of AERA’s Albany, GA office. Advised a team that selected and evaluated options for life-cycle support of the logistically and technically obsolete machinery monitoring and control systems installed on the DD 963, DDG 993, and CG 47 Classes.Helped prepare a customer awareness course for the Navy Public Works Center, Washington. Generated recommendations for decreasing overhead while maintaining or improving performance.

Performed and directed engineering staff and two subcontractors in system and detailed design of the Standard Steering (control) System for the AOE 6 Class of ships. Worked with the prime contractor to resolve problems with the specifications for the system.

Performed and directed other engineers in system engineering and acquisition studies for computer-based maintenance monitoring, weather data processing, weather data distribution, air traffic control flight planning, and air traffic management systems projected for use in the U.S.’ modernized air traffic control system.

Designed, specified, and provided acquisition and in-service support for non-nuclear surface ship machinery control systems. Was lead machinery control engineer for the DDG 51, ARS 50, LSD 41, PCG 612, and PGG 511 Classes, and participated in controls design and/or support for the CG 47, AO 177, DDG 993, FFG 7, DD 963, AE 32, SSN 688, FF 1052, and AGSS 555 Classes.Provided computer, electronic, systems, and human factors advice to other NAVSEA codes. In particular, provided control and monitoring assistance in support of the General Electric LM2500, Detroit Diesel Allison 501K-17, Colt-Pielstick PC2.5, Caterpillar D399, and Pratt and Whitney FT9 engines, and the Rankine Cycle Energy Recovery (RACER) system.Served as U.S. technical representative on the U.S. / U.K. / Canadian / Australian ship control information exchange program.
