Developed New and Migrated old Microsoft Access Database applications for this dynamic company in support of its world-wide customer base. Primarily supported the Reconciliation Group within the Accounting Group and wrote a new workflow system from scratch over a 4 month time period increasing efficiency and productivity.

Primary responsibility was to support the CTO’s shared services mission while implementing software, applications and projects at the department level that enhances operations in terms or increased revenue, decreased delinquencies and improved customer service for the city. In less than 3 years my department had directly impacted the collection of $50 million in revenue; managed 3 of the City’s top 5 Capital projects (Automated Payment Processing, Tax Data Warehouse, and Water Utility Data Warehouse) and implemented 5 Customer Service Improvement projects. Notable Project Management Accomplishments: Beverage Tax: Executive Management of the project that implemented the automatic collection of the Philadelphia Beverage Tax.  IT Governance: Created an IT Governance Board consisting of Internal Stakeholders and implemented project tracking software for transparency of projects. This process enabled work flow management, collaborative IT decision making and prioritization, and built confidence in the user community. Workflow Management: Created a multi-user workflow system that automated the real estate sequestration process in the law department resulting in the collection of $29 million in the first 28 months. Automation of Billing Operations: Created a computer system to automatically produce 330,000 Paper Real Estate Bills Annually, 2500 Delinquent Real Estate bills daily and 50,000 refuse bills semi-annually resulting in annual savings of over $200,000. Currently piloting a new electronic billing system which has the potential for annual savings of $5,000,000 in postage alone. Security Credentialing: Implemented a new security protocol to protect the privacy of customer information by authenticating system user, encrypting data, masking SSNs and implementing a mandatory training program.

Chief Information Officer, Pennsylvania Department of Labor & Industry, Harrisburg, PA Maintain full responsibility for the planning, direction, and overall accountability for a technology team charged with defining, developing, and implementing Information Technology and systems solutions for over 5,000 employees and 500 sites state-wide. Directly responsible for the evaluation and delivery of new technology involving enterprise-wide software applications, network infrastructure, and information security.Notable Project Management Accomplishments:• Perform detailed analysis of the financial implications of technology projects, create long-range campaign plans with projected ROI, assess and interpret program results, and follow through on strategic initiatives.• Implemented an ITIL Foundations Training Program resulting in the training and foundations certification of over 100 staff members in a 12 month period.• Provide consistent staff leadership and direction and hands-on evaluation, planning, and implementation for the organization's Information Technology projects and programs in support of the organizational mission.• Technical Executive for a $160M modernization project that replaces a 30 year old legacy system. Manage 150 project team members including the coordination and management of 140 IBM consultants.• Identify and recommend technological advancements that improve reliability, responsiveness, and efficiency of Information Technology systems, applications, and processes for internal and external customers.• Spearheaded an $85M Comprehensive Workforce Development System project which involved a project team of over 90 professionals and the collaboration of three departments as well as an outside vendor (Deloitte).

Coordinated and led activities for a national technology-based education company that provided free math and reading tutoring to public school students in seven states.
