Responsible for developing, managing, and reporting on all workforce development and alternative education programs, which include the operation of two alternative high schools; developing program proposals and budgets including performance metrics; providing supervision to a team of program and administrative personnel; ensuring the development and delivery of program curricula; developing meaningful business partnerships; conducting and applying research and analyses to identify program improvements and/or expansion as well as funding opportunities; reviewing program performance and implementing improvements, to ensure high quality services delivery, positive customer satisfaction, and program outcomes; and, maintaining and expanding strategic partnerships with Greater Boston industry sector organizations, and employment and training organizations.

The National Urban League functions as a national fiscal and program intermediary for the delivery of workforce development services delivered through its affiliate network. Managed five direct reports and a 15-person staff team. Responsible for the development, delivery and oversight of workforce development programs targeted to a range of populations including youth (ages 14-24), adults, individuals with criminal justice system involvement, and low-income seniors (55+). Managed annual operating budgets that totaled over $2.5 million and annual programmatic budgets that totaled over $20 million.- Oversaw the successful evolution of a comprehensive technical assistance and capacity building effort targeted to the Urban League affiliates;- Launched new programming targeted to increase diverse candidate participation in Registered Apprenticeship programs;- Led efforts to secure over $6.0 million in financial support from private funders;- Provided strategic input to federal legislative initiatives;- Develped an annual strategic blueprint to broaden and deepen the delivery of services.

Oversaw and directed the efforts of the agencies of the state-based, federally-funded public workforce development system including the state, quasi-public Commonwealth Corporation. Provided direct supervision to ten senior management staff members (agency heads and other senior staff). Managed and/or oversaw the management of budgets totaling over $70 million. Developed executive order blueprint for and oversaw the creation and implementation of the Workforce Skills Cabinet, an inter-secretariat, policy and program team that consisted of the Secretaries of the Executive Office of Labor and Workforce Development, Housing and Economic Developmen, and Education; Developed executive order blueprint for and oversaw the creation and implementation of the Task Force on Economic Opportunity for Persons facing Chronically High Rates of Unemployment, whose efforts resulted in budget initiatives to sustain the Workforce Competitiveness Trust Fund, create the Economic Opportunity Fund, and to fund a workforce development program targeted to support re-entry efforts;= Oversaw and directed the development of Demand Driven 2.0, a strategic approach increasing public agency responsiveness to businesses seeking qualified employees;- Took leadership in developing a labor market and workforce information strategic plan; and, - Played a leading role in the development and advancement of a strategic approach to address the employment challenges of individuals who were long-term unemployed.

Led and directed a broad equity-based diversity and inclusion strategy of MassHousing, including ensuring alignment with MassHousing’s overall business strategy. Managed an overall budget of approximately $1 million and provided direction to a four-person staff team.- Developed a partnership with the Massachusetts Growth Capital Corporation to establish an access to capital loan program targeted to minority and women-owned businesses to facilitate their participation in MassHousing financed construction projects;- Established programmatic and policy mechanisms to ensure the meaningful participation of minority-owned and women-owned businesses in all facets of MassHousing procurement activity; and- Worked with the Human Resources Division to improve MassHousing’s equal employment efforts.

Led and directed a broad equity-based diversity and inclusion strategy for executive branch agencies within state government. The strategy cut across personnel practices, procurement activity, and access to state services. Led a two-person office but had functional oversight of multiple state agencies. Major Accomplishments included:- Promulgation of ANF Administrative Bulletin #14 established workforce participation goals for women and minorities on state and state-assisted public construction projects;- Promulgation of ANF Administrative Bulletin #15, which established the Civil Rights Impact Analysis, a policy requiring executive branch agencies to analyze whether implementation of proposed regulations would result in disparate impact on a protected class or classes.- Promulgation of ANF Administrative Bulletin #16, which established Language Access Guidelines for executive branch agencies to ensure meaningful access to state services, programs and activities on the part of Limited English Proficient individuals;- Promulgation of ANF Administrative Bulletin #19, which led to development of a comprehensive executive branch approach towards compliance with the Americans with Disabilities Act;- The development of a Reasonable Accommodations Capital Reserve Account, which provided funds to support reasonable accommodations to executive branch employees;- The development and implementation of the Commonwealth as a Model Employer of Persons with a Disability strategy; and,- The development and implementation of the Commonwealth Diversity Fellows Program, a structured, semester-long, internship designed to give college students exposure to the executive branch of Massachusetts state government.

Provided leadership and staff support to the Governor’s Development Cabinet, the primary vehicle for coordinating economic development policy and project implementation across executive branch agencies; working with the energy and environmental affairs, housing and economic development, labor and workforce development and transportation secretariats on policy and projects to achieve the administration’s economic development and growth objectives; spearheaded the effort to develop an urban revitalization, which represented a state-city partnership, targeted to Springfield, MA.
