Managed Programs at Bollinger Mississippi Shipbuilding that include the Design and Construction of ships for the U.S. Government, Foreign Nations and Commercial Customers at Pascagoula, Mississippi.

Served as a member of the 2014 CVN 78 Test and Delivery Assessment Team and led the 2015 Team chartered by U.S. Navy Program Executive Office (Aircraft Carriers). Conducted an independent review and assessment of the risks associated with the testing, delivery and post-delivery activities of America’s newest aircraft carrier, the Gerald R. Ford (CVN 78). Implementation of the team’s recommendations is ongoing.

Member of Advisory Board that assesses current business strategy and makes recommendations for new opportunities.

Developed an actionable Strategic Plan, implemented business process changes and built a roadmap to accommodate future increased capacity and a growing government contract business line. Continuing to provide advice, proposal reviews and business opportunity assessments by leveraging my expertise and extensive networks in maritime industry and government organizations.

Just completed my one year term in September 2016 as an Executive Fellow providing mentoring/expertise to Logistics Professionals attending a variety of courses at the Institute. I look forward to continuing my relationship with the Institute.

Tri-Budgetary Chairman for the discretionary portion of the Coast Guard’s entire annual $9 Billion budget; oversaw prioritization of all mission support requirements. Successfully re-characterized and accounted for all Coast Guard property and assets that led to the Coast Guard’s first ever CFO Act Clean Audit Opinion.

United States Coast Guard's Chief Engineer: Responsible for all naval, civil, aeronautical, and industrial engineering, logistics, and environmental & energy management programs for the Coast Guard's $22 billion capital plant which includes 23,000 facilities, 250 ships, 1,800 boats, and 200 aircraft. Responsible for executing an annual budget of $1 billion & leads over 5,000 personnel at Coast Guard HQ and the 3 Coast Guard Logistics Centers.Oversaw the successful repair and refurbishment of our nation's only remaining operational Heavy Icebreaker, the POLAR STAR. Overcame significant engineering challenges and worked closely with Congress to prioritize available funding to innovatively upgrade critical systems which resulted in several annual deployments to resupply McMurdo science station (Antarctica).

From 2009 to 2011, served as the Coast Guard’s Chief Acquisition Officer directing recapitalization efforts across all Coast Guard acquisition programs and related procurement management, contracting and research and development activities to execute the Service's current $30 billion acquisition investment portfolio. Led major transformation of Coast Guard’s Acquisition Program.From 2007-2009, served as the Coast Guard’s Program Executive Officer, directly overseeing all Acquisition Projects in the areas of Surface (cutters and boats), Aviation (fixed and rotary wing), C4ISR (Command, Control, Communications, Computers, Intelligence, Surveillance and Reconnaissance) and related Shore Facilities upgrades.

2005–2006. Deputy Commander of Maintenance and Logistics Command Atlantic overseeing engineering, logistics, electronic, personnel, medical, and legal support for all Coast Guard units east of the Rockies, including Europe and the Middle East (two thirds of all Coast Guard personnel, assets, and infrastructure). Notably, provided direct support in response to the devastation of Hurricanes Katrina/Rita enabling Coast Guard men and women to respond heroically and effectively to those in need.1999-2001. Chief of Law Enforcement for the Coast Guard’s Central Atlantic region) overseeing all maritime law enforcement. Developed and implemented an east and gulf coast initiative called “Operation Safe Catch” which markedly reduced commercial fishing vessel deaths in just one year.1997-1999. Commanding Officer of the 270’ USCG Cutter TAMPA (Ship Captain), which conducted multi-mission patrols up and down the eastern seaboard, the Gulf of Mexico, and off the coasts of Central and South America. 1994-1996. Executive Officer of the 378’ USCG Cutter BOUTWELL, with a crew of 170, which conducted multi-mission patrols up and down the western seaboard, the Caribbean, Central and South America, and the Bering Sea.

2001-2005. Commanding Officer & Industrial Manager at the Coast Guard Yard. Led the Coast Guard’s only Shipyard comprised of over 700 personnel & budget of $60-80M annually that repaired Coast Guard ships and boats, overhauled critical equipment, and deploy throughout the nation to support operational units. Implemented “Critical Chain Project Management” across the shipyard, significantly improving delivery times and reducing costs; went from many availabilities being late to virtually all being either early or on time. 1991-1994. East & Gulf Coast Type Desk Manager. Oversaw all depot maintenance and supply chain support for 30 ships. Notable achievements include development of innovative Cutter Class Maintenance Plans that forecast maintenance needs years in advance and improved resource planning across the fleet. The fleet went from over 300 lost cutter days annually to less than 20 in under two years. Strategies developed during this period are still in use today.1988-1991. Port Engineer, Mid-Atlantic Major Cutters. Oversaw dozens of major cutter drydock and dockside commercial repair availabilities. During this period, developed a database used by all mid-Atlantic port engineers and chosen to teach maintenance methods for all new shipboard Engineer Officers.1985-1988. Cutter Engineer Officer. Led all shipboard engineering personnel and maintenance activities for a new ship.1978-1980. Cutter Engineering Division Officer. Oversaw all shipboard auxiliary and damage control maintenance and logistics.

1980-1983. Certified Marine Inspector conducting commercial ship inspections for U.S vessels and holding Foreign Vessels to International standards of safety and environmental compliance. Also implemented new inspection standards and regulations for Mobile Offshore Drilling Units in the Gulf of Mexico.
