Completed 36+ years of service to our nation as a Rear Admiral (O-8) in the United States Coast Guard, followed by nearly 5+ years in the private sector enabling small and large companies to do business with the Department of Homeland Security, U.S. Coast Guard and Department of Defense. Experienced and credentialed executive leader in the areas of Engineering, Acquisition, and Logistics. Impressive record of nationwide leadership and change management that significantly improved organizational productivity while measurably lowering operating costs. Joined the outstanding team at VT Halter Marine Inc. as a Senior Vice President to design and build the Coast Guard's new Polar Security Cutter and other government and commercial vessels. While I enjoyed working with the Bollinger Shipyard organization when they acquired Halter Marine, I have now returned to Independent Consulting and continue to serve on two Boards. Implemented “Critical Chain Project Management” across the shipyard, significantly improving delivery times and reducing costs; went from many availabilities being late to virtually all being either early or on time. 1991-1994. East & Gulf Coast Type Desk Manager. Oversaw all depot maintenance and supply chain support for 30 ships. Notable achievements include development of innovative Cutter Class Maintenance Plans that forecast maintenance needs years in advance and improved resource planning across the fleet. The fleet went from over 300 lost cutter days annually to less than 20 in under two years. Strategies developed during this period are still in use today.1988-1991. Port Engineer, Mid-Atlantic Major Cutters. Oversaw dozens of major cutter drydock and dockside commercial repair availabilities. During this period, developed a database used by all mid-Atlantic port engineers and chosen to teach maintenance methods for all new shipboard Engineer Officers.1985-1988. Cutter Engineer Officer. Led all shipboard engineering personnel and maintenance activities for a new ship.1978-1980. Cutter Engineering Division Officer. Oversaw all shipboard auxiliary and damage control maintenance and logistics. -
