Plans, organizes, and manages the operations and services of the City’s Regional Commercial Service Airport; coordinates and supervises FAA airline security and airport certification requirements; develops, maintains, and updates the Airport Operations Manual, the Airport Security Manual, and the Airport Emergency Manual; prepares and implements the Airport’s annual budget and controls expenditures; develops and implements storm water pollution prevention plans; plans, prioritizes, assigns, and reviews the work of staff assigned to Airport maintenance and operations activities; provides staff training and work evaluations; develops usage and service fees; prepares leases for tie downs and utilization of Airport facilities; provides a variety of staff support for the Merced Airport Authority, preparing agenda, development and submission of airport operation and activity records; serves as a liaison between the FAA, State of California, airport tenants, commercial operators, and the City; ensures proper adherence to a variety of rules and regulations governing Airport operations and services; develops plans and recommendations for the future Airport development and Capital Improvements; receives and resolves complaints; receives and responds to variety of inquires and information requests regarding Airport services and operations; represents the City and the Airport with citizens, community organizations, and other government agencies.

Gained invaluable airport and operations experience during twenty-one year Air Force career. During his last assignment at Davis-Monthan Air Force Base, Tucson, Arizona, Lt Col Elliott was Deputy Commander, 355th Mission Support Group. This Group consisted of 2,300 personnel with an annual operations and maintenance budget in excess of $20 million. Managed annual housing, construction, and environmental programs in excess of $37 million and appropriated and non-appropriated services budget of over $10 million, responsible for 1,100 facilities, 1,256 housing units, and 10 dormitories on 10,663 acres. Lt Col Elliott was also trained and designated alternate base magistrate for search and seizure approval, and one of only three formally trained on-scene commanders for major accident response. During his career, Lt Col Elliott also gained over five years experience as a Director of Operations in different squadrons at various locations, both domestic and overseas.
