The Florida Department of Health consists of 67 Health Departments within the State of Florida with a total of approximately 530 providers.Assist and train staff with Medicare enrollment and EHR processes for 67 County Health Departments in the State of Florida. By training staff and subsidiaries on the electronic credentialing system, Pecos, we have enabled Health Departments to increase their productivity, reduce the amount of money in accounts receivable and reduce both clinical and technical denials. I oversee the State's Healthcare delivery system to insure compliance with Medicare policies and procedures. I supervise and help provide technical support for the County Health Department's provider credentialing functions and EHR system processes. As a member of the Medicare Provider Enrollment Educational Committee (POE-AG), I work directly with the Center for Medicare and Medicaid Services (CMS) to correct our credentialing errors and reduce processing time with credentialing resolution in less than 30 days.

A.G. Holley Tuberculosis State Hospital originally opened in 1950 in Lantana, Florida and remained as one of the last tuberculosis hospitals until the legislator shuttered the 100 bed facility in July, 2012.Hired and tasked to reduce operating expenses and to bring all billing related functions in-house. I was able to assemble a team that successfully increased the collections process decreasing days in receivables from 180 days plus to 37 days. This provided financial stability to the hospital resulting in a reduction on the reliance of funding from the State's General Revenue Fund. During this time we were able to increase revenues by $7 million.We created a billing system which allowed our department to monitor and submit timely and accurate bills. This system, which integrated HIPAA compliance, Medicare federal regulation, and Medicaid statutes, permitted us to accelerate billing to a weekly function resulting in an increase in revenue of $7 million.Overseeing both the admissions function as well as the revenue cycle we increased the hospital's profitability while remaining Medicare compliant. Integrating the medical staff into our Quality Improvement process enabled us to insure the staff was apprised of changes to Medicare billing law and documentation requirements.I was designated the Billing Administrator and charged with revising the policy and procedure manuals, facilitating integration with the Florida Medicaid Management System (FLMMIS) and assisting in the preparation of the terminating Medicare cost report.

Lakeside Medical Center is a 70 bed, not for profit, hospital in a high Medicaid funded populated area in Belle Glade, Florida.I was responsible for Medicaid collections and the review of all denied claims. By carefully reviewing the medical records and supporting documents and by adhering to Medicare and Medicaid billing protocols, I was able to increase revenue by an additional $20,000 per month. Working within the parameters of the accounts receivable department, I helped management install procedures to insure ongoing compliance with Medicaid billing and coding regulations. I left this position to accept a supervisory position.

I taught courses in Billing Functions for Healthcare Facilities.I was able to add real life experience into the classroom environment. The students gave me high evaluations and wanted me to continue but I decided to go back to healthcare management within a healthcare facility.

The Hospice of Palm Beach County worked within numerous healthcare facilities including an inpatient hospice facility, home health agencies, assisted living facilities and nursing homes. I was hired as the supervisor of the billing department which was responsible for annual billing of $72 million.I supervised and managed a staff of approximately 10 individuals which included insurance coordinators, Medicare billers, Medicaid billers, coders and commercial insurance billers. I was instrumental in creating policies and procedures to insure appropriate billing and regulatory compliance. I participated in the EHR redesign and I oversaw all collection activities. My department was able to maximize collections by creating reports to monitor the accounts receivable collections. Prior to my arrival these reports were non-existent. All claims were reviewed for accurate submission and I trained staff on the Florida Medicaid Management System (FLMMIS). I had daily communication with customers and their families to file Medicaid through the ACCESS system and was also responsible for writing a revised copy of the policies and procedures for staff direction.

The Broward County Health Department had an operating budget during this time period of $40M. Overseeing the revenue cycle for the Health Department, my staff and I successfully reduced days in collection by 60 days and increased operating revenue by $5M.Managing a team of 5 medical personnel to monitor, audit and maximize collections, we insured that all billing operations for the Department functioned efficiently. Close adherence to Medicare and Medicaid and insurance company regulations and a detailed evaluation of claims and coding resulted in a decrease in claim denials by 35%.I functioned as a trainer for the Florida Medicaid Management System (FLMMIS) and served as a member of the Broward County Health Department's Special Interest Billing Group (SIG). Due to the insights garnered through participation in these groups, my staff was able to increase collections by $5 million.I was recruited by A.G. Holley State Hospital to assist in streamlining the revenue cycle.
