Guide researchers, physician scientists, and patients in the peer review process. Direct peer review panel meetings at onsite conferences and via teleconference review platforms. Onsite contractor for the U.S. Naval Research Laboratory (NRL), Washington, DC.• Supported Navy environmental planning and stewardship initiatives consulting for the NRL NEPA Program, Air Program, and Natural Resources Management Program. Conducted integrated risk management analyses and ensured compliance and permitting of Navy construction and facilities maintenance activities stateside, and research activities worldwide, pursuant to applicable laws and regulations (e.g., NEPA; TSCA; ESA; MMPA; CWA; CAA; NHPA); and DoD/Navy policy. • Headed production of Environmental Assessments (EA), Overseas Environmental Assessments (OEA), Programmatic Environmental Assessments (PEA), Biological Assessments (BA), Incidental Harassment Authorization applications (IHA), Acoustic Impact Analyses (AIA), and Mitigation and Monitoring Plans. Facilitated permitting of NRL activities with federal, state, and international agencies, as required. • Directed preparation of Integrated Natural Resources Management Plans (INRMPs) that provided strategic planning for stewardship and protection of natural resources under administration of NRL installations in Washington, DC, Virginia, and Maryland.• Monitored compliance of NRL air emissions pursuant to federal and state air quality regulations (e.g., National Ambient Air Quality Standards (NAAQS), New Source Performance Standards (NSPS), National Emission Standards for Hazardous Air Pollutants (NESHAPs)) and prepared CAA Title V Permit Semi-Annual and Annual Compliance Reports. Developed updated regulatory compliance guidance for NRL per 2013 changes in NESHAPS and NSPS regulations. Improved NRL Air Program efficacy by refining air emissions sources databases and emissions calculations spreadsheets.

Evaluated the environmental and human health effects of chemicals used in the food industry.• Conducted environmental/toxicological analyses of substances submitted to the FDA for approval and registration as a food additive (FA) or food contact substance (FCS) to ensure protection of public health and compliance with federal rules and regulations (e.g., FFDCA, FIFRA. Recommended FDA approval, denial, or revision of FA/FCS submissions based on scientific and legal analyses. • Appointed environmental lead on the FDA Nanotechnology Task Force to advise on the potential beneficial and adverse environmental and human health impacts of nanomaterials. • Conducted FDA policy review based on historical records of decision and provided the FDA and industry revised policy that facilitates greater accuracy in demonstrating the hazards and benefits of perfluorochemical (PFCs) used in materials for the manufacture, preparation, and storage of food, reducing litigation and public health risks.

• Authored/co-authored various well-cited peer review publications and a book chapter in the field of environmental toxicology. • Awarded Environmental Health Perspectives Paper of the Year Award for the most frequently cited paper in environmental health sciences literature between 2006-2010 for an article examining the environmental, economic, and human health impacts of nanotechnology. Cited over 1000 times by national and international government agencies, industry, and academia.• My findings from environmental health research were used in the development European Union (EU) REACH regulations (Registration, Evaluation, Authorization and Restriction of Chemicals) governing the testing of chemicals for impacts on environmental and human health.• Co-authored a grant proposal that resulted in the founding of the Center for the Environmental Implications of NanoTechnology (CEINT) at Duke University.• Developed non-invasive 3-dimensional imaging methodologies for application to a small fish animal model, and use in environmental toxicology and human health research. Methodologies are now being used and expanded upon, worldwide, by investigators in ecotoxicology and human health research.

• Teaching assistant during doctoral studies for the graduate courses “Watershed Management in California - The Big Picture”, “Coastal and Estuarine Ecology and Management”, and “Forest Ecosystems”.• Research in environmental toxicology advanced our comparative 3 dimensional understanding of vertebrate liver system structure and function, and improved our ability to interpret and communicate disease, toxicity, and health across various animal models used in toxicology research. • Research findings were applied to the establishment of European Union (EU) REACH (Registration, Evaluation, Authorization and Restriction of Chemicals) protocol (2006) for ecotoxicity testing.

• Fellowship research described the environmental transport and fate of a naturally occurring biotoxins that cause mass morbidity and mortality in marine wildlife, and food poisoning in humans. Findings described the photochemical mechanisms by which polyether biotoxins degrade in the environment, and the potential effects of degradation by-products on human health and wildlife.
