CurrentCounsel owners and developers of major projects on environmental & natural resource permitting and regulatory compliance. Because of their magnitude and complexity, such projects often trigger NEPA reviews -- my knowledge of regulatory frameworks, offsets and mitigation are valuable for developing the permitting and EIS review strategy. I represent clients on revising onerous water quality standards -- standards that are not feasible and do not result in measurable environmental benefits. With our clients, I develop innovative approaches including market-based trading and offset programs, mitigation for new sources and adpative management to address impacts not yet quantifiable.This background informs my representation of clients on complex, interdisciplinary environmental issues and claims, including defense of notices of violation and potential penalties of several million dollars.
