Serve as a program manager in Driver Central Programs (DCP) team in the CentralPrograms Bureau. Primary responsibility for compliance and oversight for allCommercial Driver License (CDL) programs and services in the Iowa Motor Vehicle Division basedon federal and state laws and administrative rules. Work with a variety of internal staff and external stakeholders to lead projects and direct activities. Responsible for ensuring Iowa's CDL program is compliant with State and Federal law by developing and maintaining high-level expertise on all federal and state laws concerning CDL issuance and maintenance;. Serve as the primary staff person to interpret and disseminate information and develop and maintain close and collaborative relationships with the Federal Motor Carrier Safety Administration (FMCSA), Department of Homeland Security (DHS), the American Association of Motor Vehicle Administrators (AAMVA) and other federal or state agencies to ensure understanding of legal requirements and proper response to directives. Work closely with internal and external stakeholders to communicate compliance-related information to the CDL customer community. Identify and develop legislative and administrative rule proposals to ensure compliance of CDL programs with the law, including developing proposals in response to federal law. Develop and maintain CDL program metrics and performance measures to ensure compliance and continual improvement. Lead Projects and initiatives for the CDL compliance and improvement. Train and support CDL issuance and audit staff and partners. Monitor federal, state and industry communication to identify emerging CDL issues.

Supervises and evaluates the work of subordinates and recommends personnel actions related to selection, disciplinary procedures, performance, leaves, grievances, work schedules, and assignments; administers personnel policies and procedures. Establishes schedules and hours of driver and identification service centers. Alerts county treasurers of problems that have occurred or are anticipated. Reviews and analyzes productivity reports and assesses problem areas. Reviews current practices with subordinate supervisors and management staff; develops plans for improving work processes. Other duties and accomplishments:• Conducts informal settlement hearings with persons whose driver’s license/registration has been suspended, revoked, cancelled, or denied.• Schedules and conducts in-person remedial driver improvement counseling with young drivers and their parents/guardians for the purpose of reviewing accidents or convictions to determine what sanctions will be placed on the young driver• Monitors and evaluates driver education programs and community college driver improvement courses by reviewing curriculum to ensure legislative requirements are met.

Provide leadership to staff in a multi-county, 8-region area with eight one-stop centers and two satellite offices. Monitor expenditures and maintain approved cost allocation plans and budgets for allowable usage of governmental funds. Supervise and evaluate the work of staff; effectively recommending personnel actions related to selection of new staff, disciplinary procedures, performance improvement and grievance resolution. Implement and maintain comprehensive public relations and partner collaboration throughout Iowa. Collaborate with other leaders on operational problems that influence agency management and organization and served as a key resource person in evaluating and recommending solutions to problems, both financial and administratively. Developed and maintains effective working relationships with a broad spectrum of key officials outside of the agency to generate related support for agency programs priorities and goals. Other duties and accomplishments:• Provide district oversite for both State and Federal programs including Wagner Peyser, Promise Jobs, Unemployment, Veteran Services and Future Ready Iowa. • Wrote the grant and managed the statewide RESEA program for 4 years while still successfully performing at the District Manager role. • Greatly improved communication and customer service in the state’s largest American Job Center by implementing leadership training for existing managers and coaching managers in difficult situations. • Successfully launched a new case management system to over 600 employees by establishing training curriculum, training schedules and in person service delivery training. • Collaborated with agency partners in multiple co-events across the state promoting education and employment for Iowans.• Grew in the role of District manager, starting with 3 regions to having oversite for the entire Western half of Iowa which included the largest office in the state.

Responsible for overseeing assistance to over 500 dislocated Iowa Beef Packing employees in their job search process. Duties and activities included: •Provided both one on one and group job search assistance, including resume writing and interviewing skills. •Taught English as a Second Language classes to Hispanic workers. •Provided GED tutoring •Managed a Carl Perkins grant funded program. Grant provided Machine Trades and Drafting training to 12 females as part of a nontraditional training program
