Frwa Instructor/Treatment Plant OperationsFlambeau Engineering Mar 2023 - PresentFort Lauderdale, Florida, UsIn my role within the Florida Rural Water Association's Apprenticeship Program, I serve as the contract instructor and subject matter expert for the Miami-Dade WASD initiative. The FRWA program is a collaborative effort to assist participating Florida municipalities in ensuring a sustainable source of certified, highly qualified water and wastewater plant operators and future leaders to serve the public's critical water resources needs. This includes classroom instruction, on-the-job training (OJT), workplace mentorship, and exposure to a variety of industry subject matter experts. As a long-time public utilities system manager, former adjunct faculty in Barry University's Office of Continuing Education, and developer of the City of Miramar's first water and wastewater operator apprenticeship program, I have been actively involved in developing South Florida's critical operator workforce for the past 25+ years. During that time, the industry has struggled through continuing workforce shortages due to such factors as increasing populations and the corresponding impact to utility system capacities, licensed operators aging out of the field, and difficulties in attracting qualified replacements.Considering that southeast Florida accounts for approximately 40% of the state's water and sewer demands, it is imperative that we extend the apprenticeship experience to many other public utilities and prospective operators, and begin reversing the years-long operator shortage trend. -
Awia Risk And Resilience ConsultantFlambeau Engineering Nov 2020 - PresentFort Lauderdale, Florida, UsConducted Risk and Resilience Assessments and completed corresponding Emergency Response Plans, including community water systems in NC and TX, all in accordance with the 2018 American Water Infrastructure Act (AWIA). The assessments incorporated the all-hazards approach to identifying and evaluating threats to the continuity of water production and delivery operations. Our methodology closely followed the AWWA standards (e.g., G430, G440, J100, and Cybersecurity Guidance) for water system risk assessments. The highest-risk factors were further evaluated and countermeasures, both existing and recommended, were reported that would mitigate identified risks, and help improve the water systems' overall resiliency. -
