I created and procured Bend’s first transportation on-call contracts and successfully defended the City against contractor claims in arbitration proceedings.I represented the City’s and taxpayers’ interests in frequently coordinating and negotiating with other government agencies in the region, a Class I freight railroad operator, and private utility companies.
