Working through ADB's Pacific Approach, 2021-2025 to help the fragile and conflict-affected situations and small island developing states of the Pacific build resilience and benefit from sustainable development impacts. Leading delivery of the trade facilitation modernization and reform agenda for Customs agencies of 11 Central Asia Regional Economic Cooperation (CAREC) member countries (www.carecprogram.org); focusing on high-quality knowledge and support to help governments comply with provisions of the WTO Trade Facilitation Agreement to more effectively facilitate intra-regional trade, securitize national borders, and ensure transparent revenue collection. Collaborating with CAREC private sector national transport carriers and forwarders to monitor and measure the impact of trade facilitation reform along transport networks from China to Europe. Developing $490 million multitranche financing facility for trade investment program in border economic zones of Kazakhstan and China, promoting regional cooperation and benefits.

Working through the Secretariat of the South Asia Subregional Economic Cooperation (SASEC) program, which brings together Bangladesh, Bhutan, India, Maldives, Myanmar, Nepal, and Sri Lanka in a project-based partnership that promotes regional prosperity, improves economic opportunities, and builds a better quality of life for the people of the subregion. Focus on regional cooperation investments and outcomes, and trade facilitation across SASEC countries; leading technical assistance projects in sanitary-phytosanitary measures and technical barriers to trade, and the WTO Trade Facilitation Agreement; partnering with WCO, WTO, UN agencies and more. Development Effectiveness: Strategy and Policy DepartmentWorked on ADB groundbreaking corporate Development Effectiveness Review (DEfR), based on corporate results framework and supporting performance data. Identified areas for improvement in 2008 and 2009 DEfRs. Drafted and finalized storyline based on inputs in results performance, analysis and actions from DEfR team. Results Management: Central and West Asia Regional DepartmentDeveloped innovative comprehensive regional Results Framework for the Central Asia Regional Economic Cooperation (CAREC) Program, and secured ministerial endorsement from 8 CAREC countries. Guided indicator selection and definition, required actions and schedule, and developed building block approach for onward development. Developed concept for CAREC Development Effectiveness Review.Fragile States: Pacific Regional DepartmentLed review of ADB's strategic approach and organizational structures and identification of next steps for ADB’s fragile states agenda. Identified key modalities for engagement with fragile states; lessons learned and appropriate modifications to ADB business processes; more effective harmonization options in analytical work; utilization of trust funds and joint programming arrangements; and operations systems to enhance fragile state engagement in terms of responsiveness, flexibility and timeliness.

Support CARE as member of senior management in the design, development and implementation of regional strategies and high-impact programs consistent with CARE’s Long-Range Strategic Plan. Secured over US$14 million in new and extension funding: overall program and proposal development and submission to donors, donor negotiations. Coordination of technical input in sectors of relief, rehabilitation and community development; reproductive health; and agriculture and natural resources.
