Included working with the Office of Contracting and Procurement and the Office of Attorney General to develop a strategy for resolving outstanding political and institutional barriers to energy service contracting.Performed Energy Star Portfolio Manager analyses on +40 government buildings and developed a strategy for prioritizing retrofit work. Also performed simple payback and net present value analysis to evaluate retrofit options. Negotiated a DC government contract "rider" to the State of Maryland's energy services contract. Developed a DC government contract to streamline procurement and ensure consistency across agency retrofit projects. Lead for developing DCs greenhouse gas inventory, climate action plan, and resiliency plan. Provided a broad range of strategic planning and implementation assistance in cross-cutting energy management programs.Other environmentalProvided guidance to A/E firms and clients on environmental options for new buildings. Best Workplaces for Commuters Program --- Program was launched in ‘01 and - by April ’07 – earned over 3.5 million participants and approximately 2,000 partners. •Acting Group Manager. Responsibilities included supervision of twelve EPA staff, plus oversight and management of local and state community partners and contractors in implementing program activities.•Since 2001, annually developed national recruiting strategies and budgets. In mid- 2006 assumed responsibility for management of entire programmatic budget, including contracts, grants, etc. •Recruiting advisor to team members and partners (inside and outside the agency) and lead strategic planning efforts for the national program.•Served as trained media spokesperson for the program and frequently (e.g., April 20-22, 2005 in Sacramento; May 10-12, 2005 in Minneapolis) represent the program and the agency through interviews with tv, radio, and print media outlets.•Served as lead negotiator and strategist in forming community partnerships with external parties, such as regional Air Quality Districts, Chambers of Commerce, state departments of transportation, coalitions of transportation experts, local/regional government representatives, etc. •In addition to role as Team Leader for Recruiting, my personal efforts generated significant program results (e.g., in ‘04, my individual recruitment efforts brought over 580,000 new commuters into the program; approximately 39% of the program’s total participation at that point.) •Personally launched the first national debut of a metro area-based campaign (Bay Area, ‘02) and the first-ever statewide implementation of the program (North Carolina ‘03).
