Manage the daily operations of the Municipality’s trusted, restricted and unrestricted investment portfolios which aggregates between seven hundred million and one billion dollars on a seasonal basis. Relied upon for creating developing and implementing a wide range of borrowing alternatives with domestic and international lenders. Responsible for management of the outstanding debt portfolio which aggregates two billion dollars, the financing of all capital projects of the Municipality and the issuance of new and refunding debt for all municipal entities, including the Anchorage School District, Anchorage Water and Wastewater Utilities, Municipal Light & Power Utility and the Port of Anchorage. Responsible for all banking, investment banking, investment management, financial advisor, bond and tax counsel and rating agency relationships for the Municipality.

Excelled in a ground floor opportunity at Sprint PCS by joining the firm within one year of the beginning of this new business venture. Performed local area financial analyses as well as review and recommendation of business processes and controls in the retail, third party and business sales channels. Responsible for scoring the Retail Scorecard for each retail outlet, which audited and verified compliance with Corporate Methods and Procedures. Leadership roles included fraud identification and investigation, compliance issues, training of new analysts and maintaining outstanding relationships and lines of communication with all sales channel managers and the area vice president.

Managed the daily operations of the Corporation’s portfolios of trusted and unrestricted assets which aggregated in excess of five billion dollars. Responsible for the development, implementation and administration of systems to assure proper investment, safeguarding, control and dissemination of funds among the Corporation’s various programs and activities. Planned, developed and directed the design and maintenance of the Corporation’s management and financial information systems. Responsible for all fiscal and reporting requirements of financing related agreements. Regularly participated in the management of the Corporation by performing and/or overseeing special and on-going financing and analytical assignments, including assignments related to the annual operating and capital budgets. Involved in the design and maintenance of methods of capital acquisition in the domestic and international short and long-term capital markets with debt securities offered publicly as well as privately placed.
