Key liaison for external co-funders, and foreign governmental entities.• Served as an expert resource for the foundation’s investments in clinical diagnostics, research tools, and biomarkers.

Client: Bill and Melinda Gates FoundationSupported the Global Health Discovery group in diverse roles including technical analysis, program management, and portfolio development. Sample of key initiatives: • Grand Challenges Diagnostics RFP: Serves as a subject matter expert and supports solicitation and program management. Provided technical and programmatic review of the letters-of-intent and proposals, synthesized data and developed key review documents, drafted feedback to proposers, and review management. Also provided technical review of associated diagnostics RFP and standards effort. • Grand Challenges Explorations(GCE): Supports a novel, high-volume, innovation-centric solicitation and grantmaking effort providing program management, strategy, and technical review. Managed multiple rounds of proposal triage, providing a rapid review of several thousand GCE proposals by 8+ staff in an intensive 2 week process. Provided support to internal process development, review, portfolio-building activities, overall program analysis, and grant management. • Grand Challenges in Global Health: Supported several clients with grant management and technical and strategic review for flagship grants covering diverse technical ground including humanized mouse models and modified crops for increased nutrition.

Client: Department of Homeland Security - Science and Technology Directorate Provided key technical and programmatic support to large government programs funding new technologies and concepts in biosensors and diagnostics. • Lead technical and programmatic Scientific Engineering and Technical Assistance (SETA) support for the BioInformatics and Assay Development (BIAD) program for Homeland Security Advanced Research Projects Agency (HSARPA), a $24M effort funding 29 institutions. • Lead technical and programmatic SETA support for the Bioagent Autonomous Networked Detector (BAND) program at HSARPA.

Provided program management, subject matter expertise, proposal and concept development, and technical performance for programs in bio-defense and WMD intelligence. • Performed conceptual design, proposal leadership, and program management for ITT’s contract for the Defense Advanced Research Projects Agency’s (DARPA) Threat Agent Cloud Tactical Intercept and Countermeasures (TACTIC) program. • Integrated Project Team (IPT) Leader under ITT’s contract for DARPA’s Spectral Sensing of Biological Agents (SSBA) program. • Proposal Manager and Program Manager for classified task order contract. • Provided technical support, programmatic support, acted as customer interface for several biologically-related classified contracts. • Performed program management and technical performance on an effort involving DNA-based sensors. • Provided in-depth SETA support for the Defense Threat Reduction Agency’s (DTRA) Arms Control Technology Directorate. • Supported technical efforts for the medical surveillance working group of the Biological Defense Initiative (BDI). • Performed conceptual design and program management for an Air Force Research Lab (AFRL) biodetection effort.
