About Rowan Conway

I am passionate about design and innovation, and their power in supporting sustainability transitions. In 2022, I founded my own innovation and change studio to deploy strategic design methods to the grand challenges of our time: climate transitions and innovation for sustainability. Transformation by Design Ltd supports transformative innovation projects with industry, government, academia and the third sector - often forming and bringing collaborative trans-disciplinary groups together to collectively drive change. My portfolio of projects feature two common themes: Mission Oriented Innovation (focusing on catalysing collaborative strategy, roadmapping and portfolio design) and sustainability transitions (focusing on designing experimentation pathways and prototyping new mechanisms to enable rapid and transformative shifts in practice). Project partners include the Royal Society of Chemistry, the UK Government Department for Education, the Lloyds Register Foundation and the European Commission. In addition to my business, I also teach public entrepreneurship and strategic design in different institutions: the Blavatnik School of Government in Oxford, the UCL Institute for Innovation and Public Purpose, and the UCL School of Management. I have over 20 years’ experience in innovation, research, communications, engagement and strategy. Previously, I was the Director of Innovation and Development at the RSA where I led the RSA’s development of new strategies, partnerships and innovation programmes. Working to the Chief Executive, I played an active role on the RSA executive team and in developing and delivering the RSA Lab. I was responsible for leading and developing the RSA’s Association of Design, Student Design Awards and Royal Designers for Industry, as well as driving the ongoing development and implementation of design thinking methods and innovation challenges across the RSA. I am an experienced action researcher and facilitator, having designed, produced, chaired and/or presented at multiple events with corporates, local authorities, academic partners, NHS Trusts and government agencies. I hold a first class MSc in Responsibility and Business Practice and I am still in the process of completing my PhD.

    Teaching on Master of Public Administration (MPA) in Innovation, Public Policy and Public Value, IIPP's one-year Masters programme. I co-lead and designed the syllabus for the 15 credit module "Transformation by Design" - a unique module in that it is a design course nested in an MPA programme that is otherwise focused on innovation and policy analysis studies. The Transformation by Design module takes a blended and hands-on approach to learning, combining reading and lectures with design studios, and guest speakers who will provide a first-hand narrative of their experience with doing this work in government. The syllabus focuses on how public organisations and civil servants can harness new emerging methods and practices of strategic and digital design to create, implement and evaluate public policies and public services. The module will specifically provide theoretical discussion of, and practical skills in, strategic design, service design, co-creation, policy design and citizen engagement practices. This module will also explore how governments can use design to tackle complex social challenges and develop more equitable public services. Finally, the module discusses and demonstrates how strategic design and digital transformation can help public organisations to achieve missions and transformative societal change.

    I lead the Mission-Oriented Innovation Network (MOIN) at UCL IIPP. MOIN brings together leading global policy-making institutions – including state investment banks, innovation agencies and government departments to share the challenges and opportunities they face when trying to create and nurture public value. MOIN provides an organisational dimension to IIPP’s work and members of MOIN are all agencies who have responsibility for research and innovation budgets. The network is supported by the Rockefeller Foundation.This role is not just membership engagement, it is also an applied research role. The ambition is that by working alongside policy-makers in MOIN, we develop a robust action research approach to 'practice-based theorising' to explore the challenges and opportunities institutions face when trying to create markets and nurture and evaluate public value. So far IIPP has worked with:- the European Commission to pioneer the use of missions to reframe innovation policy in Europe, - BEIS to shape UK innovation and R&D policy through the incorporation of ‘Grand Challenges’ in the UK Industrial Strategy, - the Scottish Government to help set up and implement a new development bank in Scotland, - EIT Climate-KIC and Greater Manchester Combined Authority (GMCA) to explore innovation-led approaches to climate change and green transitions and the city’s pivotal role in the green transition. My role is to grow the impact and influence and learning inside and outside MOIN and develop more policy partnerships with members where we can examine how to enable mission oriented innovation.I am also a lecturer in the Transformation by Design module of the Masters in Public Administration at IIPP.

    As the Director of Innovation and Development at the RSA, I led the RSA Lab and research and development into new strategies, partnerships and initiatives. I sat on the executive team and reported to Matthew Taylor, the Chief Executive. I played an active leadership role and was responsible for developing and delivering the RSA’s innovation strategy across the organisation, providing governance oversight and support for business critical RSA projects. My role had wide ranging leadership responsibilities and my directorate encompassed the partnerships team, design team, global team and innovation lab. It was my role to develop major strategic partnerships for the RSA at a national and global level and oversee the delivery of a portfolio of international research and consultancy projects, alongside core programmes such as the Student Design Awards. Between From 2014-2016 I served as the executive lead for the Action and Research Centre (ARC), running the think tank element of the RSA and overseeing a research team of 30 with a range of research and innovation projects that won the 2016 Prospect Think Tank of the Year award for social research. I spoke regularly at public events on social innovation and creativity, as well as developing strategy and managing the financial and operational health of the think tank.In my first year at the RSA, I was the Director of Connected Communities research programme managing a range of public sector focused programmes including - Connected Communities for Mental Wellbeing and Social inclusion (Public Health), Health as a Social Movement (Public Health), Whole Person Recovery (drug and alcohol policy), Transitions (criminal justice).
