I serve as the Planning Department’s "master planner" for comprehensive and community planning. In this role, I provide expert counsel to senior management, colleagues, the Planning Board, County Council, and other stakeholders on all planning issues, including, but not limited to, economic development, TOD, zoning, placemaking, and the relationship between land use, transportation, and the environment. I analyze, and prepare reports on, the most complex planning issues facing Prince George's County for a variety of audiences. I continue to lead the Master Plan Evaluation Program and develop the Department's Six-Year Planning Work Program, identifying the status of implementation of our 38 master, sector, and transit district plans and recommending which areas of the County require a planning or zoning interventions. I manage and serve as primary author for Go Prince George's, the County's plan for transforming its transportation network from one of auto-dominance to one that provides multiple convenient, safe, and equitable travel options.

I created an interdisciplinary planning unit responsible for the implementation of Plan Prince George's 2035 through the development of long-range comprehensive plans, plan updates, and amendments to the County Zoning Map and led this team from its December 2017 inception to January 2022.

Led a comprehensive planning division that delivers a wide range of high-quality planning and zoning services to a dynamic and diverse 500 square-mile county of 900,000 residents. Upon entering position, immediately completed a thorough human capital audit, facilitated a major staff reorganization, created two new operating sections, and began leading a Division strategic plan. Created new operating procedures and performance measurement criteria to increase inter-divisional communication, professionalism, and accountability. Worked with staff to maximize professional development and training opportunities to greatly increase the Planning Department's capacity and responsiveness. Directed the collaborative and inclusive creation and implementation of land use and associated policies and regulations in a full range of development environments, from vertical mixed-use around Metro stations to first-tier and streetcar suburbs to suburban and rural/agricultural areas, at a range of project scales from county-wide to the neighborhood level. Created the Planning Department's Long-Range Planning and Neighborhood Revitalization Sections.

Managed a portfolio of land use and comprehensive planning projects and interdisciplinary plan implementation efforts. Led highly talented and experienced teams on the transformation of Prince George's County's rail transit stations. Worked with planners, attorneys, and stakeholders to interpret complex plans and zoning regulations, including serving on teams that are rewriting the County's zoning and subdivision regulations and urban street specifications. Managed the Department's Planning-to-Plan project, an effort to create a six-year planning work program and re-invent how the Department creates master plans. Managed creation of a comprehensive master plan for the area around the Hyattsville Crossing Metrorail Station in Hyattsville, MD, including authoring master plans for transportation, land use, urban design, and public facilities, helping to create urban design and zoning standards, and creating a comprehensive TOD implementation plan.Managed and served as primary author of the East Riverdale-Beacon Heights Sector Plan, a TOD redevelopment plan focused on maximizing the potential of two new light rail stations in northern Prince George's County. At various times, managed or co-managed the County's efforts to implement transit-oriented development along the Metrorail Green Line and assisted with efforts around the Cheverly Station on the Orange Line. Served as area planner for, and liaison with, the Cities of College Park, Hyattsville, and Mount Rainier and the Towns of Berwyn Heights, Brentwood, Colmar Manor, Cottage City, North Brentwood, Riverdale Park and University Park. Assisted with complex subdivision and zoning applications and as a subject matter expert on the County's overlay zones. Managed the creation of zoning legislation to reduce or eliminate incompatible land uses in areas surrounding Joint Base Andrews and co-managed the rezoning effort that implements this new overlay zone.

Greater New York City Area

Managed the development of regional, county, municipal, and corridor-level transportation and land use plans, livability and sustainability initiatives, and bike/ped/Complete Streets planning efforts for the nation's fifth-largest metropolitan planning region, covering 4,200 square miles, 13 counties, and 384 municipalities, home to 6.6 million people. This included direct oversight over $2.4 million in staff and consultant planning efforts and four planning assistance programs totaling $8 million. Lead a talented team of planners that successfully produced 32 master plans and planning studies, with 23 studies concurrently underway as of December 2013. Created, on my own initiative, the NJTPA Planning for Emerging Centers Program, which provides professional planning and zoning assistance to New Jersey communities seeking to develop land use plans and regulations that encourage transit-oriented and human scale development. Directed the NJTPA's Subregional Studies Program, a $2.7 million planning assistance program that provides technical and financial assistance to 13 counties and two cities to conduct valuable planning studies of critical regional mobility and land use issues. On my own initiative, instituted new program and project management requirements that vastly improved agency oversight, mission-focused use of federal funds, product quality, and interagency coordination. Developed and managed Together North Jersey's Local Government Capacity Grant Program, a $2.25 million technical and financial assistance program that assists member governments in conducting critical participatory, outreach, and analysis activities in support of the region's development of a Regional Plan for Sustainable Development through a grant from the HUD Sustainable Communities Regional Planning Grant Program. Represented the NJTPA on a number of steering and technical advisory committees throughout New Jersey, including the New Jersey Transit Village Task Force.

* Managed $124 million in local transportation projects funded by the American Recovery and Reinvestment Act of 2009. * Coordinated with the New Jersey Department of Transportation, 13 counties and six municipalities to ensure that all stimulus-funded local projects met deadlines and reporting requirements and * Provided technical assistance and liaison to member jurisdictions as needed to facilitate timely and efficient ARRA project completion.

• Worked with the community and partner agencies to develop context-sensitive public facilities and service provision in a diverse and dynamic county of over 850,000 residents, with particular focus on providing public facilities in concert with intensification and redevelopment around transit stations. • Provided technical assistance and planning guidance on all master and sector plans with a transit-oriented development focus. • Directed the Planning Department's water and sewerage planning efforts, playing a major role in the development of the 2008 Prince George's County Water and Sewer Plan. • Authored legislation, master plan chapters, memoranda and correspondence and testified before the County Council and Planning Board on a variety of planning topics. • Created an ArcGIS-based system for measuring fire/EMS response times to be used for master planning, a critical component in developing the recommendations in the 2008 Prince George's County Public Safety Facilities Master Plan. • Researched and introduced urban public facility models that meet 21st century needs in the context of dense, mixed-use, transit-oriented environments, an innovative approach in a traditionally suburban county.
