GISWatch is an annual report which looks at the progress being made in creating an inclusive information society worldwide, encourages critical debate and strengthens networking and advocacy for a just, inclusive information society.

I have coordinated the organization's subgranting programme to members.

LINKS was the first Argentine Civil Association specialized in the research and development of Information Society. LINKS members are experienced researchers and practitioners, who have been working for years on the social aspects of Information Society and on the social uses of ICTs.

Pursued a Ph.D. at Universitat Oberta de Catalunya (UOC).Created a comprehensive training manual and conducted a session on the Knowledge Society in Uganda for UNESCO (IFAP).Served as a technical advisor for the development of a Green IT guide tailored for Latin American governments at Universidad Externado de Colombia.Developed online content for Universidad Siglo XXI (Argentina), contributing to a module on the Knowledge Society for the Community Management course.Co-authored an article on MOOCs and Agents, slated for presentation at the 2013 Eighth International Conference on P2P, Parallel, Grid, Cloud, and Internet Computing.

GESCi is a a non-profit organisation founded by the United Nations ICT Taskforce. I Provided guidance and support to Ministries of Education in developing nations to integrate Information and Communication Technologies (ICTs) into their educational systems, fostering the advancement of knowledge societies. Delivered technical assistance encompassing ICT for Development (ICT4D) policy formulation, strategic ICT infrastructure planning, large-scale equipment deployment, and facilitation of mobile access devices, including the One Laptop per Child (OLPC) initiative. Demonstrated expertise in ICT-related project management, e-learning implementation, e-waste management, and monitoring and evaluation of ICT initiatives. Contributed knowledge and skills to projects in Kenya, Tanzania, Rwanda, Ghana, India, Bolivia, and Namibia. Additionally, served as a content developer, tutor, and technical manager for the online platform and community supporting the African Leadership in ICT (ALICT) Programme, sponsored by the African Union.

Served as the Chief Information Officer (CIO) at Educ.ar, Sociedad de Estado (www.educ.ar) from 2005. In this role, I led the ICT planning and implementation unit of the Ministry of Education, Science, and Technology of Argentina. The organization was responsible for the national execution of the Information Society program for schools and teachers. My mandate involved undertaking a comprehensive reorganization of the department and formulating a new plan to enhance the technology employed in the extensive website and service domain.During my tenure, I provided strategic advice to the Ministry of Education on key matters such as ICT for Education (ICT4E) policy, orchestrating large-scale deployments of One Laptop per Child (OLPC) devices, and facilitating school interconnection.

South America

During this period, I conducted research on the social impact of the transfer of e-waste from developed countries to developing nations in Latin America. This project was carried out for SUR Corporacion de Estudios Sociales in Santiago, Chile, with support from IDRC (www.idrc.ca, Canada).Additionally, I served as the technical translator and localization manager for Spanish at VERITAS Corporation/Symantec (USA), overseeing the translation and adaptation of content for 11 websites in collaboration with Mazalán Comunicaciones.Furthermore, I held the position of secretary at LINKS, the first Argentine Civil Association dedicated to the research and development of the Information Society.

Afghanistan

Served as Deputy ICT CIO for the UN Mission in Kabul, Afghanistan (UNAMA/ANBP), overseeing the technological infrastructure and support for Afghanistan's New Beginnings Program (ANBP), the second-largest project in the country. Responsibilities included infrastructure deployment, capacity building of national staff, software development, and providing user support for UN personnel and offices nationwide. Executed duties in a post-war setting characterized by limited resources and a high-risk environment.

Latin America

Technology consultant: technology consultant. Participated in a number of technological projects for development. - As secretary of LINKS (NGO): Worked in the first stages of the i-jumelages projects along with VECAM (France), under the supervision of the European Commission in the @lis founding project.- As a consultant, worked on a research project on “Computerization of rural cooperatives in Latin America” for FAO (UN) Rome, under the supervision of Mr. John Rouse (May/Dec 2003) and on the production of the book “Guidelines on Computerization of Agricultural Cooperatives”, ( ftp://ftp.fao.org/docrep/fao/007/y5471e/y5471e00.pdf)- Localization and project management of the Latin American web sites of VERITAS Software (http://www.veritas.com)- Managed an electronic debate forum for IDRC (Canada) on the subject of Wi-Fi for development.

Argentina

Served as the Executive Coordinator of a National Program and Technical Advisor for the Information Society Program of Argentina, concurrently advising the Communications Secretary of the national government on technical and technology-related strategic matters. Held responsibility for the executive administration of the National Program, aimed at granting access to technology to alleviate the impact of the digital divide, resulting in the installation of over 3,000 public access telecenters in small communities across the country. Referred to as the PSI (Information Society Program, http://www.psi.gov.ar), this initiative was developed in collaboration with the ITU.Key responsibilities encompassed designing strategic plans for the nationwide deployment of technology programs, selecting technology, managing personnel and teams, overseeing budget and financial matters, project management, and maintaining administrative liaison with the ITU. Additionally, provided advisory input on the design of national laws related to the knowledge society, such as anti-spam legislation.

In charge of the deployment of the Spanish company in Mexico and Argentina. Team selection, procedure manuals, training, policy and strategic planning, local agreements with partners and providers, and other tasks related to the Business development of the company in the two new countries/regions.
