The Business Improvement District (BID) program supports the City’s network of 76 BIDs in delivering on their missions of commercial revitalization and assists community-based organizations and merchants interested in forming a BID in their districts. The Director guides strategic vision and design leadership in policy and education, stakeholder engagement, and inter-agency coordination across the program, compliance, and formation portfolios while also collaborating with BIDs, grantees, policy-makers, and other City agencies on educational and outreach programs to improve the delivery of City services.KEY RESPONSIBILITIES• Drive strategic vision for BIDs as key partners in New York City neighborhoods, including strengthening core aspects of BIDs relationship to city government through collaborative design processes that make government more responsive to BID needs and BIDs more knowledgeable about and able to assist in delivering government services. • Innovate and iterates to provide streamlined delivery of City resources to improve organizational operations and performance. Collaborative processes have helped to increase year over year adoption of best practices for exceptional nonprofits across all 76 BIDs, and participation in capacity building programming has grown by over 50%. • Deploy user feedback and research tools to improve business practices in order to close gaps in services and increase accessibility of educational materials and services for internal and external partners. • Collaborate with local elected officials, community organizations, and City agencies on policy, major administrative priorities, and data reporting for public consumption in the annual “BID Trends Report”, an award winning publication recognized internationally for its user friendly, innovative, and collaborative reporting on BID impact for NYC.

As Director, Roxanne managed the land use policy and community engagement portfolios for office of Council Member Margaret Chin. Her role included technical land use and policy analysis as well as community engagement and facilitation of urban planning processes. KEY RESPONSIBILITIES• Guided policy on matters involving discretionary approvals, community advocacy, and legislation before the City Council this includes reforms which established the nation’s most progressive affordable housing law, and measures to increase transparency in and reporting on urban renewal area plans and programs• Negotiated with City, private applicants, and community members on major real estate and redevelopment projects, climate resiliency, affordable housing, open space, infrastructure, and capital construction.• Designed and led multi-stakeholder initiatives to set goals and hold the govt accountable to addressing local priorities as part of major development projects.

STRATEGY & DESIGN RESEARCH• Created a strategic plan for stakeholders of the East 233rd Street & White Plains Road Merchants Association seeking to pursue the formation of a Business Improvement District. Synthesized findings from policy research, stakeholder research, quantitative and historic data collection, workshop facilitation, into a comprehensive 5 year plan. COMMUNITY DESIGN PROCESS• Consulted with the New York City Department of Parks & Recreation to facilitate empathy building and design a management agreement for the Surfside Community Garden in Coney Island. Conducted stakeholder research and synthesis and facilitated a co-design process to implement a co-leadership model and trust building across diverse user groups.• Contracted with Forum Facilitation Group, the federal contractor for the Gowanus Canal Superfund Community Advisory Group (CAG) to assist with project management and facilitation. Developed standard operating procedures for meetings, record keeping, communication, and subcommittee structure. Led design and implementation of subcommittee procedures to increase the CAGs engagement with critical stakeholder groups in nearby NYCHA housing and with issues related to pending City discretionary action.RESEARCH & SYNTHESIS• Produced qualitative and quantitative reports for The Collective for Community, Culture, and The Environment. Conducted primary research on the built environment of Chinatown & the Lower East Side

Developed a strategic vision and plan for the adaptive reuse of an historic City-owned property within the boundaries of Brooklyn Community Board 3, including the neighborhoods of Bedford Stuyvesant and parts of Crown Heights. KEY RESPONSIBILITIES• Designed and facilitated stakeholder research and synthesis to identify community priorities for redevelopment of the space.• Conducted primary and secondary historic research on the development, use, and disuse of the Sumner Avenue Armory.• Conducted market research and analysis for community arts spaces including for the production, performance, education, and display of visual, ceramic, musical, and other performance arts. • Produced recommendations regarding the adaptive reuse of the Sumner Avenue Armory resulting from research and analysis of existing needs & conditions, demographics, and innovative community facility space design.
