As Deputy Director of the City Engineering group at Willdan, Roxanne offers extensive expertise in city engineering, project management, land development, and pavement engineering to clients and staff alike. She possesses a strong background in contract staffing services serving as contract staff for the Cities of Fillmore, Camarillo, Thousand Oaks, Westlake Village, and Calabasas. Ms. Hughes supports these – and other – clients utilizing her extensive civil engineering expertise and extensive background in land development conditioning, processing, plan checking, approval, and inspection through final acceptance. Serving as contract staff, she has developed capability to function in the public agency context with a well-rounded understanding of the city budgeting process, lines of authority and communication. Ms. Hughes can efficiently manage public works and engineering projects from initial concept through project development, budgeting, scheduling, design, bid, award and execution including preparation of all necessary staff reports, public outreach, and interdepartmental coordination for successful implementation.

Serving as contract City Engineer, I am in responsible charge of all aspects of city engineering and public works services to the City of Westlake Village. I supervise a number of general engineering services and special project assignments that Willdan is contracted to perform, as well as oversee and coordinate numerous other contracts with vendors, consultants and other public agencies that are also contracted to provide key services to maintain the high quality of life that the community of Westlake Village requires. Through my years with the City, I have been the Stormwater Program Manager/Senior Civil Engineer (1999), then Deputy City Engineer (2007) and recently assumed City Engineer position.

I am currently a Principal Project Manager in the City Engineering technical group at Willdan Engineering. I provide contract City Engineering, including civil engineering, stormwater engineering, transportation engineering and third party land development plan checking to local goverment agencies. My work assignments include on-call as well as project specific contracts that are designed to "extend the reach" of the agencies which I serve.

I served as a Contract Environmental Services Manager on an interim basis while the City of Calabasas conducted recruiting to replace staff that had vacated this position. I performed the regular full time duties of the position while staffing onsite only three days per week. Reduction of time commitment while continuing to meet the goals and objectives of the assignment are a typical way in which Willdan's contract staffing provides value-added services to our clients.
