Executive Consultant supporting companies in developing and driving their growth strategies, marketing plans and teaming strategies, proposal development, and bid/pricing strategies in pursuit of IT business opportunities within the Federal Government.

Roxanne managed IBM's business consulting services account with the Department of Treasury to include all subordinate Bureaus such as the Internal Revenue Service (IRS), U.S. Mint, Fiscal Service, etc., as well as the Department of Transportation, and National Archives and Records Administration. In this Partner/Director role, she had the direct financial (revenue, profit, signings, accounts receivable), growth and client satisfaction responsibility for the account. She developed and maintained the overall account strategy and worked with various organizations, including 3rd party partnerships, to ensure that the strategy was carried forward and executed properly. Roxanne was involved in the Department of Treasury Small Business Mentor Protege Program and two of her projects/proteges won awards in 2009 and 2015. In addition, she worked closely with client C-suite executives and managed the overall relationship to achieve targets for the account. This included the development of new key client relationships necessary to expand IBM services. Roxanne also worked closely with delivery teams, 3rd party partners, and cross-corporate organizations within IBM to ensure that the projects in the overall portfolio met client expectations and delivered results to the satisfaction of the Government.

As a Program Executive, Roxanne managed business development, program strategies, processes, teaming strategies and staffing models to support a large and diverse set of projects and clients within the IRS's major multi-task order contracts for business consulting and IT services - contracts with an anticipated aggregate value of $400 million over ten years. She sustained client and business partner relationships and managed dependencies across a diverse set of client and contractor stakeholders on the programs.

- Managed a multi-disciplined team of Proposal Managers and Subcontractors responsible for the translation of State Government client's large, complex Systems Integration/Outsourcing requirements into specific technical architectures and implementation solutions. Developed business plans to justify bid and no-bid decisions in line with investment priorities. Managed business and proposal processes and IBM and subcontract staff that supported proposals ranging in value from $5 million to $200 million. - As a Marketing Support Representative, developed and managed programs in support of marketing high availability system solutions, including a highly successful marketing class for US and International Marketing Representatives and Systems Engineers. Prepared and presented large systems marketing campaigns for IBM's Enterprise Systems Roadshow in the US and Canada.
