Mr. Graves assist the Army Materiel Command (AMC) Information Assurance Program Manager (IAPM) and support staff in day-to-day office requirements regarding IA security issues to include providing assistance to Major Subordinate Commands (MSCs). Mr. Graves is responsible for evaluating, modifying and developing infrastructure protection and information assurance policies, standards of operating procedures (SOPs), develops cohesive life-cycle strategies designed to address all aspects of AMC enterprise security needs.Conduct Information Assurance & Vulnerability Assessment (IAVA) investigations for information systems / information assurance violations. Conducts research to determine if procedures are in compliance with (IAW) the Depart of Defense (DoD), Department of the Army (DA), and AMC regulations, policies and directives.Develops, coordinates, staff and publish future on-site security and self-help assessment schedules based on the finalized priorities established by the HQ AMC IAPM. Also coordinates all planned activities with interest parties to include the Information Systems Engineering Command (ISEC), Regional Computer Emergency Response Team (RCERT), and Army Computer Emergency Response Team (ACERT).Was responsible for overseeing and developing Continuity of Operations (COOP) Plans for HQAMC G6. Ensured that all emergency measures were identified and captured in the Command’s policy for mission essential and mission critical personnel. Ensured that HQAMC’s COOP was in accordance with (IAW) DoD and the U.S. Army’s guidelines and policies per DoD Directive 3020.26 and designated executive orders. Participated in COOP exercises and ensured that all G6 operations were IAW the required mission.

Mr. Graves currently serves as the Senior Project Manager for Network Stabilization (NS) for an agency within the Intelligence Community (IC). As the Sr. Project Manager he works with the NS PM on all matters related to the activities of the Statement of work (SOW). He collaborates with the NS PM to develop and maintain detailed work plans to include specific tasks, assignments, milestones and schedules. Mr. Graves is responsible for ensuring planned labor hours and funding expenditure charts to facilitate BAE Systems and NS PM's monitoring activities are current. Other responsibilities include developing, submitting, presenting, and updating briefings and briefing charts, as required. He manages all personnel assigned to the contract to include Certification and Accreditation personnel. Successfully lead team in a major development and migration of a vital secure network infrastructure. Ensured that designated COOP locations were equipped for emergency scenarios and operations in the area of Information Technology (IT) for the U.S. Department of the Treasury. He received numerous commendations from government customer.

Manages the Community On-line Intelligence System for End-Users and Managers (COLISEUM). Responsible for DigitalNet employees, subcontractors and temporary personnel on this COLISEUM O&M task. Accountable for maintaining records of funding, labor hours, and contract expenditures. Assist Government Program Manager with all contractual issues. Market the COLISEUM product and services to include the DigitalNet's Data Sync Guard.

Managed the Intelligence Community DMS Management Office by creating a project plan, budget, verifying requirements, directing the creation of Operational Plans, Architecture, Implementation Plans, and phased integration schedule for four major intelligence agencies and civilian agencies.As a Principal Network Engineer/Analyst, Mr. Graves served as the IC Tactical DMS Representative for the ICDMO, responsible for conducting research and feasibility studies for viable "Tactical DMS Solutions" for the Intelligence Community. He was instrumental in revising the IC DMS Architecture and IC DMS Configuration Management Plan (CMP) and serves as chairperson for the IC Operations Working Group (IC OPWG).

Mr. Graves performs duties as a undercover security specialist, responsible for health and welfare of the Baltimore Ravens football players, their families and members of the visiting teams. He provides security and courtesy services to the fans and members of the NFL league.

As the Senior Program Manager for all contracts within the company, Mr. Graves’ responsibilities were to oversee contractual and operational issues, staffing for each contract, attend customer meetings on contract and operational issues, provide guidance to program managers concerning each contract. As the Director of Business Development, Mr. Graves responsibilities were to identify new contract/business potentials, monitor contract solicitations posted by agencies within the federal, state and local government, write request for proposals (RFP), statement of works (SOW), and actual technical and cost proposals. He was required to perform System Engineering and Integration functions in a Secure Video Teleconferencing and Digital Facsimile Network.

Mr. Graves served as the Defense Messaging System (DMS) Security Manager/Engineer for the Intelligence Community Defense Management Office (NSA). Required identifying crucial guidelines and procedures for implementing DMS throughout the intelligence community to include DoD. He provided full life cycle systems integration/engineering for ground Multiplexer-based telecommunications networks supporting voice, video, and data; conducted research of vital equipment and software applications and provides procurement input to the customer. As the Technical Lead for DMS Security Products and implementation to the Intelligence Community Agency, Mr. Graves was required to provide system engineering and integration of vital network components operating on UNIX, Solaris, and NT secure platforms.

Mr. Graves provided full life cycle systems integration/engineering for ground Multiplexer-based telecommunications networks supporting voice, video, and data. He conducts research of vital equipment and software applications, and provides procurement input to the customer. He served as the Technical Lead for DMS Security Products and implementation for an Intelligence Community Agency and conducted research and development of compatibility of FORTEZZA, Smart Cards, CAW, Multiple Network Firewalls, to include all associated operating platforms (NT, MS, Solaris, Unix, Lotus).

Mr. Graves was responsible for the tactical communications network for the Office of Military Cooperation, Kuwait and the Land Forces Elements deployed to the borders of Iraq and Kuwait (Congressional Nominated Position). He performed the duties of frequency manager for the American Embassy and designated units of the U.S. Military Central Command Forward. He served as the contracting officer representative for several major contracts valued in excess of $800K for vital communications electronics for the American Embassy, Kuwait and he advised the Kuwaiti Ministry of Defense on issues concerning security, new technology and the procurement of vital communications assemblages. Mr. Graves trained personnel on the installation and operation procedures of various secure Tactical Satellite / Commercial terminals and assemblages. He was designated as the COMSEC custodian for the Tactical Communications Elements for the Embassy.

Mr. Graves served as the Executive Telecommunications Coordinator for the Secretary of Defense, Chairman of the Joint Chiefs of Staff, Secretary of the Army, and the Army Chief of Staff which included all the Army's senior leadership. He served as the personal communications advisor/technician to Ambassador Richard Holbrook during the entire Bosnia peace keeping deliberations. As the contract officer representative for the procurement of vital telecommunications equipment for the Department of the Army and DOD elements he was required to conduct research for new technology in the areas of security, satellite communications (tactical / commercial), and provide input to DoD for procurement. He provided communication support on ground as well as providing communications from aboard various aircraft from worldwide locations. Was also responsible for providing direct support for the Secretary of the Army’s Executive Conference room. Mr. Graves’ personnel was required to ensure that all audio / visual equipment was in operational condition at all times and was responsible for researching the newest audio / visual equipment on the market. Primary focus was identifying the “secure/non-secure” video teleconferencing technology and made recommendations for procurement.

Mr. Graves served as the First Sergeant of a Tactical Telecommunications Company, with over 160 soldiers assigned. He served as a telecommunications supervisor of 60 personnel in a large tactical communications company in Northern Italy where he was responsible for overseeing the installation, operation, and maintaining of key communications in support of the Southern European Task Force. He lead a team of communications technicians in Iraq during Operation's Desert Shield, Desert Storm, and Provide Comfort that proved to be key in the liberation of Kuwait.

Mr. Graves served in a dual capacity as a satellite microwave systems technician/supervisor for the 11th Signal Brigade, in Fort Huachuca, Arizona and also as a satellite technician for White House Communications. He was the instructor for the 11th Signal Brigade and developed and organized the fielding of the AN/TSC 85A and 93A Tactical Satellite terminals and associated equipment. Mr. Graves was responsible for deploying secure communication terminals to hostile regions throughout the world prior to the arrival of distinguished personnel and the main element of communicators from the White House. He was selected By the Department of State and the Department of Defense to conduct site surveys at numerous American Embassies observation posts throughout Africa for communication solutions.

As a Section Sergeant on the AN/TRC 138 and the AN/TRC 73 Satellite Microwave Systems in two Tactical Communications Companies in Germany, Mr. Graves was responsible for the installation, operation, and maintenance of all tactical networks throughout the sites that were assigned during missions. During the last year of the assignment in Germany, he served as the 63rd Signal Battalion S3 Communications/Operations Non-Commissioned Officer, responsible for the planning, engineering, and supervision of all communication exercises and mission for the Battalion and subordinate units.

Responsible for the training of junior cannon crewmen and the operation and firing of the M102 & M198 howitzers, Mr. Graves served with A-Battery 2/320th Field Artillery unit as a Sergeant and Cannon Crewman. He was also responsible for air loading Fix-wing and Rotary-wing air crafts with combat and combat support equipment and personnel for worldwide deployments, (Aircraft Load Master Certified).

Mr. Graves served with C-Battery 1/15th Field Artillery as a Team Chief /Gunner on the M102 howitzer and served as the training Non-Commissioned Officer for the Battery Commander. He responsible for the training of junior cannon crewmen and the operation and firing of the M102 during scheduled exercises. He was responsible for scheduling all training cycles for the Battery and maintaining records of training, policies, regulations and training aides and insured that requirements were met on demand

Mr. Graves served with the SVC Battery, 1/79th Field Artillery as a cannon crewman on the M101A1 howitzer. Primary duty was working as an Ammunition Handler. He was required to transport high explosive ammunition to the Firing Batteries positioned throughout California. He was also responsible for collecting the residue for the firing sites once the ammunition was fired and properly disposed of at designated facilities.
