• Develop business investment economics of future configuration proposals for Singapore Refinery
• Lead Economics and Business Risk Assessments for different investment proposals to frame economics robustness under multiple/different scenarios.
• Lead contractor specialist team to develop more accurate/representative Linear Programming (PIMS) model for business development. Steer model output to rational state, identifying drivers /reasons behind model run.
• Co-ordinate Planning & Budgeting (P&B) inputs required for economics evaluation
• Create buy-in from other functions (e.g. chemicals, lubes marketing) on shared basis behind investment proposals.

• Drive scheduling excellence by improving scheduling work processes and rolling out new scheduling tools to all the slates co-ordinators to ensure effective margin optimization.
• Provide technical and business support to help crude and product slate co-ordinators achieve optimal scheduling of refinery feedstock, process units, product blending and lifting using the Aspen-Orion scheduling model.

• Schedule the refinery's run-plan and feed-mix in the most optimal manner – planning up to unit constraints - to maximise margins.
• Participate in raw material acquisition review meetings to optimise the refinery’s crude purchase plan
• Evaluate run plan impact of crude substitution and VLCC arrival timings changes to support scheduling efforts in optimizing freight loadings.
• Drive the refinery’s feedstock envelope expansion by reviewing/consolidating evaluations of new economic crude, condensate, and resid grades.
• Coordinate daily run plan signals and offsite oil movement/ship discharge instructions to operations; Re-optimize signals on prompt basis to deal with deviations.

• Improve refinery's profitability by driving the business case development of capital profit improvement ideas / opportunities in below manner: Identifying and framing business drivers. Aligning stakeholders’.
• Steer project team’s inputs and pre-gate preparation. Identify constraints that impede project progress and highlight resources needs for recovery plan.
• Co-ordinate internal preparation for HQ project team site visit. Pull together/align local participant’s expectations on preparation and groundwork requirements.
• Reappraise business performance of completed projects from past years.
• Strategize ad-hoc sales of speciality by-products to external parties (e.g. hydrogen, sulphur) Includes negotiating contract terms defensively to enable a min debit walk-away position in event of disruption.Project.

• Keep base operations healthy through monitoring/troubleshooting; mentor younger engineers within section to do the same.
• Identify profit improvement opportunities and develop the technical basis/plan to capture these opportunities
• Evaluate feedstock import suitability for entire reforming/aromatics complex
• Develop utilities strategy studies:
• Long term H2 demand/supply – site-wide study including both refinery & chemical cracker complex.
• Refinery fuel gas network pinch-point study – to reduce fuel gas make-up and flaring.
