I spearhead the development of AlertMedia's mapping technology, including the implementation of a new platform leveraging Esri.

I am working as a front-end dev lead for a cloud-native 911 call-taking application, featuring realtime data streams for calls, incidents, responders, and markups. It displays relevant geographical data from agencies, arcGIS online, rapidSOS, and GeoComm indoor and operational maps. Previously, I built a cloud platform and web app which allows users to submit change requests for location based data, as well as an online data editing workflows. It uses angular 7, redux, a dotnet core microservices API backend architecture and is hosted on AWS. I designed and built technology solutions for managing and validating the large mapping databases used in Statewide Next Generation 9-1-1 projects, including an configurable automated platform responsible for data analysis, processing, delivery, and quality reporting for over 1,300 agencies. I work on a great team with a focus on agile development in the Safe framework, test driven programming, and solving difficult problems in new ways.

Roy designs a web based platform for the verification of public safety address data, including a crowdsourcing tool used to place Address Points for the State of New York. He plays a leadership role in software architecture and design. plays the role of Scrum Master, and assists in defining technical solutions and is a technical writer in support of business development. Roy has led a team which created an innovative Geospatial technology platform to assess the risk of fraud and account misuse using a combination of account, geographic, and property data, advanced data modeling techniques and business workflow, and a web-based Geospatial property research system called “Britedata”. Roy has providing nationwide address verification and cleansing, USPS standardization and validation, geocoding, and Census geography append services for 128 million + voting-age Americans. Roy has provided technical and project management oversight to the technical PM team, ensuring the project approach is valid, assumptions and risks have been identified and mitigated, and the technical approach will yield outstanding results. He has continued to refine the data quality systems and logic used for the assessment of GDR’s public safety data builds.

In 2003 and 2004, Roy edited the Sonoma County parcel basemap, converting CAD files and paper drawings to spatially-accurate, attributed polygon features for use in a new property assessment system. He also edited the County “Special addresses” for use in the 911-dispatch system.

From 2001 to 2003, Roy completed predictive spatial analysis for habitat suitability and disease risk, processed multi-spectral imagery for vegetative cover classification, created cartographic designs for field and presentation maps, and digitized and attributed key data related to the Sudden Oak Death disease. He also spent countless hours in the field creating field survey plots in public and private properties across the Sonoma and Mayacamas mountain ranges. Roy also led a small team of technicians creating centerline data for Contra Costa County, CA’s community planning division.
