Responsible for the regulatory and compliance oversight of all research involving human subjects. Directs the IRB, assisting with directing IACUC, directing the research component of HIPAA and administration of the offices that support these committees. Ensures institutional compliance with applicable human and animal research regulations and fosters a culture of responsible conduct of research. Provides leadership in organizing and developing a service-oriented offices providing responsive timely services to investigators. Monitors and interprets legislation and policies regarding human and animal research and recommends modifications to institutional policy as needed. Provides effective leadership in establishing and prioritizing task-oriented goals. Analyzes multi-institutional systems and workflow and implements improvements. Ensures program accountability in order to maintain applicable federal assurances and accreditation status with applicable organizations.

The Cancer Prevention and Research Institute of Texas (CPRIT) was created in 2007 by a state constitutional amendment. It is funded by a $3 billion ten-year appropriation approved by Texas voters.CPRIT, the second-largest cancer research granting agency in the United States, has a mandate to expedite the clinical application of cancer research. Its first major step was the creation of a statewide clinical trials network (CTNet), launched with a $25 million seed grant several months ago.Central tenets (intended to answer many of the Institute of Medicines’s criticisms) include:A centralized IRB that will create standard research protocols, with input by local IRBs only for local issues. A major complaint in the industry is that in many trials, submission to local IRBs requires rewriting into many different protocol formats that has often slowed the process to a pace that outdates them by the time results are in.Centralizing procedures for tissue banking and molecular genetics at branches of Baylor College of Medicine (Standardization may make comparing trials less convoluted)Lastly, a stated intention from the outset, CtNet will create collaborations between three cultures: academic medicine, community oncologists, and life scientists.
