Western Liberty Network is a network of grass roots organizations wanting to expose their members to training about how to run winning campaigns for local office, how to manage those campaigns, how to be effective campaign workers, and how newly elected office holders can serve effectively.Richard runs the organization on a day to day basis. He is primarily responsible for fundraising, day-to-day management, curriculum development and delivery, building and maintaining the organizational network, and managing staff.

Richard was nominated, confirmed and appointed to the Oregon Government Ethics Commission in 2018 and again in 2022. Richard served as Chair of the Commission in 2019 and as Vice Chair in 2018. In his first term, he was nominated by the Oregon senate minority office, confirmed by the full senate, and appointed by the governor. In his second term, Richard was nominated by the house minority office, confirmed by the full senate, and appointed by the governor. Though the commission prides itself on enforcing ethics laws in a non-partisan manner, Richard is the first Libertarian to lead the board of a state agency in Oregon.

Richard Burke, an elected commissioner on the Tualatin Valley Water District's Board of Commissioners, is the districts primary representative to the The Willamette River Water Coalition (WRWC) and has been elected president of that body. The WRWC is comprised of four local governments, including the cities of Tigard, Tualatin, Sherwood, and the Tualatin Valley Water District.All of these members are committed to protecting the best interests of their communities by working together to secure water rights, investigate water treatment options and monitor water quality. The coalition holds the water rights from the Oregon Water Resource Department to 130 million gallons of water per day from the Willamette River.

PrimeOne Advocates is a consulting firm which engages in legislative advocacy, voter identification, and strategic planning for political campaigns. The firm also provides limited IT consulting and computer programming services.

One of five elected commissioners setting policy, adopting budgets, setting organizational goals, and working with a CEO supervising over 100 employees. Elected five times in competitive elections. Served as president of the board for eight years, non-consecutively, elected by the other four commissioners. Represented the district on intergovernmental boards and to the public at large. The Tualating Valley Water District is Oregon's second largest retail water provider serving over 200,000 residents and corporate customers including Intel, Nike, Tektronics, Reser's Fine Foods, and others.Chief accomplishments include spearheading the successful effort to get the district completely off the property tax base, helping to implement a cost-of-service pricing model, and working to develop redundant suppies of water to secure affordable and abundant water for future generations. Resigned from the board because of a change in residence.

Was responsible for organizing AFP-Oregon's 20,000 members into county organizations meeting monthly, developing grass roots curriculum on how to engage in political activity, extensive public speaking, some fundraising work and mass media presentations.

Responsible for recruiting conservative organizations to engage their rank and file in an educational exercise where citizens came up with ways to solve America's debt crisis. Partipant dealt with people from the opposite side of the political spectrum. Over 400 people took part in the project, which was linked via the Internet with similar conversations held across the country. Richard was asked to assist in recruiting conservatives to participat in other cities after his recruitment efforts proved successful in Portland.
