“Rick” Plehn is an Attorney for the Office of the Property Rights Ombudsman for the State of Utah. The Ombudsman's Office is a neutral, non-partisan state agency within the Department of Commerce that assists property owners, local governments, and other public or private entities with matters of takings, eminent domain, and land use law through advising or resolving disputes through education, negotiation, mediation, arbitration, or advisory opinions.Rick is a member of the Utah Courts mediation roster and is a former litigator with experience in both the courtroom and at the mediation table. Rick received a bachelors degree from Brigham Young University—Hawaii, focusing his studies on the topics of conflict resolution and public management, and served as President of the school’s Pre-law Society. While at Brigham Young University's J. Reuben Clark Law School, Rick was an editor for the BYU Journal of Public Law, a member the school's Moot Court team, and served as Vice President of the Alternative Dispute Resolution Society.Rick is licensed in both State and Federal Courts in Utah.
