Providing cost and quantity assurance to project management for power generation and oil processing facility construction in Kazakhstan

As Cost Estimating Consultant, I analyzed estimates and provided recommendations that helped project teams in pre-FEED and FEED to obtain authorization of over $4 Billion in capital funding.I also guided project teams in more than ten cost and schedule estimate assurance and risk assessments and wrote concurrence statements for cost and contingency evaluations since 2017.As Facilities Engineering Adviser on non-operated joint venture projects for the Republic of the Congo, I provided oversight and consulting on the Moho Nord Likouf Floating Production Unit from concept through sail-away in 2016, Nkossa FPU debottlenecking turnaround and for the Alima FPU Phase 1 Bis development for pre-FEED (including sea floor multi-phase pump qualification process). As Assurance Interface and Risk Manager for the Kuito FPSO extension project, I evaluated and recommended functional/safety-related brownfield modifications to extend the life of the project in harvest mode. I produced facilities cost estimates and coordinated engineering on gas development projects for Nigerian domestic supply, then worked on brownfield Block 0 offshore Angola facilities projects for oil development, primarily in conceptual engineering pre-FEED phases for cost estimates on pipelines and tie-ins to existing platforms.

Assisted partners in Algeria to achieve First Oil 1 month early at the 230,000 BOPD Organisation Ourhoud facility. Performed screening cost estimates for field expansions and bids on exploration tracts in Albania, Algeria, Angola, Brazil, Colombia, Congo, Georgia, Kazahkstan, Kuwait, Morocco, Norway, Oman, Saudi Arabia, Suriname, Syria, Tunisia and the United Kingdom using IHS Que$tor software.

Evaluated production and plant operations for the purpose of recommending cost savings and productivity increases in oil and gas production, and power generation projects.Accomplishments included: Recommended cost savings on a 45,000 bbl/day oil processing and distribution facility in Ecuador. Advised on pre-contract strategy for surface operations of oil facilities in Hassi Messaoud, Algeria. Assisted oil production operations in Venezuela and recommended improvements that resulted in approximately $13 million in savings to a heavy oil production project at Dacion field.

Supervised contract engineers as Civil Engineering Lead for pre-FEED on the Hamaca Project and proposed $10 million cost savings on its heavy oil gathering and processing and facility onshore in eastern Venezuela. Coordinated engineering, bidding, scheduling and construction of a water pipeline, and supervised design for installation of a steam generator near Taft, California.

Performed start-to-finish management of capital project design, estimating, scheduling, troubleshooting, cost tracking and construction for projects up to $4 million. Wrote authorization for expenditure justifications for gas handling, piping tie-ins, cooling tower, well workover, and vessel upgrades. Implemented statistical process control and root cause failure analysis on LO-CAT and SulFerOx turbine exhaust gas scrubbing systems. Co-developed economic model for turbine/generator and major plant retrofit evaluation for a $650 million plant site.

Supervised field production operations and enhanced oil recovery consulting on a steam injection pilot in a shallow onshore tar sand deposit, and surveillance for a gas injection reservoir pressure maintenance project. Supervised well recompletion and stimulation activities at Ras Gharib field, Egypt.Designed and executed enhanced recovery stimulation treatments for North American oil, gas and water injection wells; operated mobile water and polymer analysis lab. Published 2 technical papers on polymer technology applications.
