I provided construction surveillance and inspection of numerous industrial projects, at a local industrial plant during one of their modernization efforts. Some projects include: KUSA, KUSA II, Process/Blending Piping, Oil Load Out Addition, Oil Load Out Addition Piping, Titre Oil, and other hydrogenated process oil system. (All valued at multiple millions of dollars.) I coordinated the construction activities of numerous contractors working within the same physical space. I worked to phase their individual contracted work activities, in an effort to keep the overall modernization effort moving. I conducted weekly contractor briefing in order to ascertain their work status and any existing or potential work stoppages. I reviewed engineering plans and specification used by contractors to complete their required work; and monitored their progress in accordance with said engineering documents. I pursued and authorized (with the engineer’s approval) change orders and as-builts conditions to the original designs. Construction inspection activities include: process oil piping systems, vessel rehab and construction, process oil system insulation and heat tracing, nitrogen and air blow systems, instrument air systems, solenoid valve system and instrumentation (P&ID) integration.

· Monitored, inspected and directed four base service contracts, totaling over $4 million. · Acting as an authorized representative of the Base Contracting Officer (CO), I administrated and provided quality assurance surveillance plan (QASP) activities for the $3.5 million ‘Chanute Air Force Base Refuse’ contract. · Additionally, I provided the same QASP activities for the ‘Base Washer & Dyer’ contract and two other smaller contracts, which totaled around half a million dollars. · Using QASP metrics, I analyzed and evaluated if the base refuse contractor was meeting the performance standards/quality levels identified in the performance work statement (PWS) and interpreted whether or not the contractor’s quality control plan (QCP) was adequate. · Using the surveillance method of random monitoring, I compiled and summarized each monthly random sampling size and specific evaluation points. · I wrote and generated monthly quality assurance (QA) monitoring forms used to critique the inspections and evaluations of the contractor’s work performance. · Organized and conducted conferences and meetings with contractors and contract administrators. · Planned and organized contractor meetings and reviews focused on: monthly performance assessment data and trend analysis; issues and concerns for both parties; projected outlook for upcoming months and progress against expected trends, including a corrective action plan analysis; and lastly devised recommendations for improved efficiency and/or effectiveness. · Resolved issues and disputes between the government and contractors. · Calculated and compiled monthly, quarterly & yearly funding requests. · Generated monthly inspection schedules using an automated quality assurance scheduling program (AQSP). · Organized, modified and rearranged complete contract folder(s) and prepared monthly payment records and support documents. · Attended quarterly Quality Assurance Evaluator (QAE) training.

I worked as a Construction Inspector, while stationed at Chanute Air Force Base, Rantoul, Illinois. I provided construction inspection surveillance various industrial and housing maintenance construction projects. Some of these projects include: base housing heating system upgrades; window replacements, base housing window blind replacement; carpet installation throughout various Air Force base offices; street and road painting and restriping. These various projects are estimated at $7 million in construction contracts.
