Before he joined the Government, I was active in the Communist Party of the Philippines. He left the Party in 1977, and worked as Research and Publication Service Chief of the Institute of Labor and Manpower Studies of the then Ministry of Labor and Employment . After three years, I started in the practice of Law. I later joined again the Department of Labor and Employment as Undersecretary in 1987 and became the Secretary in 1989. In 1995, I was the Executive Secretary "Little President" under President Fidel Valdez Ramos. In 2001, I served as Congressman of the 2nd District of Zambales. In 2013, I went back the Trade Union Congress of the Philippines, as Vice President and President of BPO Workers Association of the Philippines (BWAP).
