Serving as the strategy lead and senior advisor to the VHA CIDMO office, working under the Office of Knowledge-based Systems. Responsibilities include industry engagement into SDO, trade consortia, and other HIT groups, working with VA program teams and IT to foster the adoption and use of open standards, and collaboration with peer organizations to advance health IT interoperability across the sector.

Serving as a research associate and staff contributor to the University of Utah Department of Biomedical Informatics. Specialties include healthcare enterprise architecture, interoperability architecture, healthcare standards, information, and process modeling.

Served as the facilitator, convener, and enabler of a standards-oriented community of practice focused on the use of visual languages to promote healthcare high-reliability organizations, sharing of care pathways and clinical practice guidelines, and interoperable workflows across care settings and institutions. Led workgroup on Organizational Adoption; brokered transition of the community from the Object Management Group (OMG) into Health Level Seven (HL7).

Helped establish a new community-of-practice to foster the effective sharing of clinical best-practices through the use of open, standards-based languages and tools. Objective is to promote the effective use and sharing of clinical pathways across institutions of care, advancing "computable" knowledge assets, and enabling rapid and consistent adoption of guidance from clinical professional societies through to points-of-care and direct patient engagement. The HL7 Process Improvement Committee is the bridge between the HL7 membership and the organization with responsibility for advocacy, continuous improvement, and overall process efficacy. This role helps with incremental organizational change within the HL7 community, to include influence within the FHIR community.

Served as the Director and overall agency lead for the Veterans Health Administration's HIT standards activities. Focus is on identifying which standards are needed to best impact veteran care, now and in the future, and to lead efforts within the SDO community to mitigate risks and address gaps in that industry portfolio. Subteams focused on standards adoption, use, and education within VA ("Applied Standards), industry engagement, strategy, and R&D. Oversaw a team of Government and contract staff. Key activities include development of VHA Interoperability Architecture, managed and directed involvement in HL7, BPM+, OMG, Logica Health/HSPC, and other relevant communities. Contributed to VA interoperability strategy, including requirements associated with VA's new EHR Modernization program (EHRM)/Cerner.

Conceived, created, and chaired the Service-oriented Architecture workgroup in HL7 to advance the concept of share health [IT] services as part of establishing the foundation for interoperable health care.

Served as interim Executive Director to facilitate the migration of Open Health Tools into a larger open-source or standards body. The goal was to become part of a more mainstream organization to strengthen the awareness and impact of the organization within the health sector.

Served in a contract role, providing mentoring and strategy support to the Enterprise Architecture team at Queensland Health. Additionally, led a market study assessing EHR repositories for use within the state, resulting in an executive decision document outlining key factors for consideration as part of statewide EHR planning for their clinical repository approach.

Serving as a consultant and internal leader in areas of health informatics, enterprise architecture, and application architecture serving as part of both the Government Systems and Global Healthcare divisions of this global systems integration firm. Responsibilities have included customer consulting support, strategic planning, strategic architecture, and thought leadership for both company and clients, and proposal support. Significant involvement within the health IT community via active engagement in standards activities. Particular emphasis on customer interaction, this role largely entailed interacting with healthcare providers and IT leaders to understand their requirements, identify solutions, and surface ‘the art of the possible.” In this way, facilitated making strategic investments furthering health IT within their organizations, and established those capabilities within the company to improve delivery capability.

Served as a senior Health Information Architect (in a consultant role) focused on application architecture for the Veterans Health Administration (VHA): a position that has been held for approximately seven years. The position has been very diverse, focused on organizational transformation of the IT infrastructure based upon enterprise architecture principles as VHA evolves its software solutions. Areas of particular emphasis have included service-oriented architecture, information modeling, terminology, object technology, software life cycle processes, and standards development. Activities have ranged from strategic advising at all levels of VHA (including the CIO), direction-setting via white-papers, educational sessions and standards development. Also directly engaged with projects to realize architectural objectives at a that level.

Began as staff position with increasing responsibility resulting in lead software architect role in a a multi-agency client/server system development effort for the Department of Justice. Designed and implemented a proprietary client-service application infrastructure between a DOS-based client and MVS/VTAM/DB2 application at a time when no commercial alternatives existed. This included the definition of interface protocols to client-side applications, error handling and escalation routines, rudimentary row-level locking capabilities, and the menu system/kernel architecture. Responsible for functional model integration across eight agencies; data flow validation; ongoing system QA; unit, integration, and system testing; liaison role between agency subject matter experts and the project technical team.
