Provides consultative services and analysis of the financial operations of local school districts. Understand Generally Accepted Accounting Principles (GAAP), Governmental Accounting Standards Board (GASB), federal & state statutes, regulations, & guidelines in order to ensure proper financial audits, analysis and reviews, and proper financial & payroll reporting have occurred in districts. Conduct audits/compliance reviews in local school districts throughout Kentucky. Review or prepare audit reports by deadline. Understand and provide written requests for corrective action plans. Communicate with all entities and their auditors regarding the financial reporting requirements and corrective actions. Assist districts with audit reconciliation and corrective action plans. Develop, recommend, and implement procedures, processes, guidelines and criteria for evaluation of programs. Provide and prepare training materials and audit information guides to assist Local Education Agencies (LEAs), Auditors, Kentucky Department of Education (KDE) personnel and other entities with accounting/audit/review processes. Assist in the training of local districts, auditors and KDE personnel on matters relating to the financial operations of the district and school law. Conduct training throughout Kentucky. Provide assistance to any public, government agency, KDE staff and LEAs via phone, on site visits or by e-mail. Provide technical assistance to LEAs in managing/analyzing the MUNIS and student information data in order to ensure the integrity of financial, personnel and student data submitted to KDE. Obtain an in-depth knowledge of LEAs business practices and financial positions. Support KDE on priority or special projects.Plus all the duties from the Resource Management Analyst II.

Identify and analyze existing KDE policy issues regarding $693 million dollar Health Insurance program and $53 million dollar Federal Reimbursement program.Monitor the Health Insurance & Federal Reimbursement program effectiveness and recommend enhancements.Participates in the development of budget requests and advise KDE management on Health Insurance & Federal Reimbursement programs and financial issues.Review proposed state and federal legislation or administrative regulation changes related to Health Insurance to determine the need for policy and procedure changes.Review KAR & KRS and proposed legislation to identify the impact on the KDE Health Insurance program.Interprets and applies laws, rules, regulations and policies applicable to the administration of the Health Insurance & Federal Reimbursement of Health Benefits program.Assist in answering the incoming calls and directing them to the appropriate staff. Provide assistance on calls concerning the Federal Reimbursement Program, Health Insurance, Fidelity (Treasurer) Bonds & Depository Bonds in regards to the regulations and guidelines and other problems or questions on these programs.Created the business rules for the internal Federal Reimbursement program/system. Worked with the programmer in creating, analyzing, testing and implementing the internal Federal Reimbursement program/system to track the Federal Reimbursement of Health Benefits payments and data.Created the business rules to change the district file process to be automated. Worked with the programmer in creating, analyzing, testing and implementing the Federal Reimbursement Submission web form. Worked with all 173 districts and 8 cooperatives in changing from paper check to ACH online payment. Worked with the programmer to create, analyzing, test and implement web form reports that pulls the data from the internal Federal Reimbursement program/system. Analytical reports are provided for budgetary or statistical purposes.
