As a tenured member of the faculty, I conduct research on sustainability and access to basic public services vulnerable urban communities of the Global South, and teach courses in international business at graduate and undergraduate levels. I have also chaired the Strategy and International Business Department, the Faculty Governance Council and Faculty Assembly, and I am currently the Chairperson of the new Department of Public Service and Healthcare Administration.I was the recipient of a Fulbright Award for a four-month stay in the Kyrgyz Republic in 2021, where I researched access to electricity and the impact of climate change on energy resources in the Central Asia, in addition to teaching at the American University of Central Asia in Bishkek.In the course of a sabbatical leave in the fall of 2014, I spent four months in Rio de Janeiro researching the current levels of access to electricity, water, and sanitation in low-income communities in the Rio metropolitan area, as well as the political and institutional determinants of the current situation, and initiatives and business models developed by a variety of organizations to improve access to these services.

I provide expert assistance to major multilateral, development cooperation, non-governmental, and private sector organizations on access by the urban poor to basic services in developing countries, regulatory reform and governance, Public-Private Partnerships, and renewable energy. Clients and engagements include:- World Bank: (1) Identified key stakeholders for the water and sanitation sector in Oaxaca, Mexico (2) Analyzed the political economy of the electricity sector in the Dominican Republic and made recommendations for reforms in government policies and in the management of the state-owned electricity company. (3) Estimated local economic impacts of the $94 million Rusumo Falls hydroelectric project in the upper Nile River Basin.- Government of Panamá. Proposed feed-in tariffs for renewable electricity generation.- Inter-American Development Bank: (1) Analyzed the political economy of electricity trade in the Andean region. (2) Evaluated Public-Private Partnerships regarding access to electricity and water for the urban poor.- Association of Brazilian Electricity Distribution Companies: (1) Assessed the impact of new information and communication technologies on the electricity sector. (2) Examined the development of new business models for smart grids incorporating distributed renewable generation resources.- Rio Light: Executed a 2-year, $100,000+ project on access to electricity service for the urban poor in Rio de Janeiro, and conducted a subsequent study of the impact of violence on access to basic services for the urban poor.- United States Agency for International Development (USAID): (1) Analyzed electricity access in informal urban areas for USAID’s $100m Clean Energy Initiative. (2) As leader of a three-person team, analyzed the development of the Central American regional electricity marketto develop strategic recommendations for U.S. government support.- World Resources Institute: developed participatory policy-making mechanisms.

In 2007, I established a collaborative relationship with faculty, and developed and taught (in Portuguese) an executive course to Brazilian electric utility staff on the provision of utility services to the poor, which led to an invitation by the Brazilian electricity regulatory agency (ANEEL) to present key concepts to agency staff in Brasília. I also advised graduate students on their master's thesis projects.

I was invited to teach courses on business-government relations required for the degree of Master in Business Administration. Taught in English and Spanish to internationally diverse groups of graduate students, and received the Best Teaching Award.

I was the Coordinator and lead instructor for “Public Policy Challenges: Analysis, Applications, and Strategies in Energy Policy,” an intensive course for Master of Public Administration students from the Instituto Tecnológico de Monterrey.

For one of Europe's premier economics consulting organizations, I led business development efforts and managed projects relating to Latin American and European energy and infrastructure industries. Projects included evaluation of the impact of proposed legislative changes on the Chilean electricity sector, valuation of energy-related assets, and electricity market modeling. Clients included major private-sector developers and financial institutions, including BankBoston (now Bank of America), Gaz de France, Groupe Suez, British Energy, Gas Natural, ENRE (Government of Argentina), New England Electricity Power Pool (NEPOOL), and the International Finance Corporation of the World Bank, among others.

For a Boston-based energy economics consulting organization, I participated in numerous projects related to the energy industry, including due diligence assessment of privatization transactions in Latin America, analysis of proposed deregulation policies, drafting of expert witness testimony, and renegotiation or buyout of power purchase contracts. Clients included BankBoston (now Bank of America), Consolidated Edison Company, Associated Industries of Massachusetts, Puget Sound Energy, and American Electric Power, among others.

Held managerial and analytical responsibilities in the financial management area of ICI, then one of the world's largest chemical companies, and its pharmaceuticals and specialty chemicals spinoff, Zeneca.

Applied economic theory as well as financial analysis principles and tools in consulting assignments within a major engineering and consulting organization in the energy industry.
