Synchrony Financial (NYSE: SYF), formerly part of GE Capital, is a consumer financial services company serving US and Canadian customers primarily with retail and healthcare credit. Designed, staffed, and oversaw TPRM program to identify and reduce third party risk and ensure compliance with federal (OCC 2020-10, OFAC, GLBA, etc.) and state (CCPA, etc.) laws and regulations. Managed cross-functional team of 8 direct and 24 indirect FTE to conduct 4,000 annual assessments for $1.6B external spend. • Developed initial Third Party Risk Management policy and supporting procedures. Result: Quantified and reduced operational risk of supply base and achieved key requirement of federal bank license application. • Led response to federal and state regulatory (OCC, FED, FDIC, Utah) exams (4 TPRM, 2 Reg W). Result: Demonstrated operationally effective risk management programs in compliance with guidance. • Defined requirements, deployed multi-million dollar eGRC systems (2013 MetricStream and 2020 Coupa). Result: Enabled automation needed to manage risk of 2,600 suppliers. • Devised Procurement channel strategy to align deal/risk complexity with level of Sourcing resources. Result: Reduced Sourcing resources required by 30%.• Deployed electronic signature tool. Result: Reduced signature time from days to minutes, saved $100K annually across Procurement, HR, and Credit Applications.• Designed and built supplier assessment process coordinating over a dozen specialties. Result: Reduced process time from 120 days to 35 by improving communication, accountability and common reporting.• Created Financial, Reputational, Country, Contingency/Exit Planning, and Concentration assessments. Result: Closed inherited OCC MRA, eliminated offshore concentration concerns. • Deployed Bank TPRM program to offshore affiliates, modifying to comply with local national laws and standards. Result: OCC TPRM exam resulted in no findings, resources available without geographic restriction.

Developed and implemented Bank affiliate management program.• Formulated and executed program to meet regulatory requirements, creating policy, procedures, and training materials for supplier managers. Result: Closed pre-existing MRIA, achieved compliance Developed initial enterprise third party risk management program after GMAC became a regulated financial institution as a result of financial crisis and TARP.• Established supplier management office, policy, practices, and tools to manage $3.2 billion outsource spend for global GMAC operations.
