Within his role as Manager, Russell is utilizing his experience in all aspects of corporate operations to support Tanner Research, Inc., Tanner Care, NuSci, Little Green Forks, and other entities under development. In this role, he is currently managing the selection, design, development, and build of new corporate facility as well as other outsourced corporate projects. In addition, he is work with the technical research and development activities related to electronics, MEMS, energetics, robotics, and prototype development.

Within his role as an Engineering Manager, Russell administers a team of semiconductor test engineers, ASIC digital/analog/mixed-signal design engineers, software engineers, and technical staff scientist who execute varied engineering projects in a wide range of technologies. He designs and executes U.S. Export Compliance Program and sustains partnerships with IP vendors to increase MOSIS revenue. He profitably enhances revenue with new technology development (e.g., silicon photonics, 3DIC) and minimizes operating costs through Test Laboratory Process improvements. Furthermore, Russell efficiently handles supplier Intellectual Property (IP), Non-Disclosure Agreements (NDAs) and distribution. He plays a vital role as import/export compliance expert, Government Program Coordinator, ITAR, and MOSIS educational program director and assists Teams on DoD Specific Requirements, Operational Needs, and generates procedures towards ISO standards. He expertly produces technical proposals and estimates related costs to address customer needs. Russell professionally executes Contract Management to ensure all contracts meet divisional rules. He supervises supply chain of third-party vendors and subcontractors. He oversees semiconductor materials and processes (CMOS and SiGe), technology differences, and new technology applications review (e.g., silicon photonics, GaAs, MEMS). He proficiently applies Root Cause and Corrective Action (RC&CA) systems also direct failure analysis assessments with foundries and suppliers.Few core functional areas include:• Involve in vendor selection and qualification for silicon photonics and packaging, including flip-chip, BGA, wafer-level, and 3DIC. • Improve production efficiencies using work flow automation. • Organize semiconductor parametric testing and perform technical design reviews. • Successfully enhance revenue through marketing/business development of existing/new MOSIS services.

As a USC Technical Staff Member, Russell supervised an engineering team in multi-project wafer services in multiple foundries. He assisted in delivering technology verification, and design rule checking to ensure customer designs meet foundry requirements, and parametric testing for accurate foundry processing. He supervised and mentored development and execution of new software technologies including silicon photonics and 3DIC. Russell provided guidance with respect to application functionality and ensured that software options meet customer requests. He organized programs and activities in accordance with the mission and goals of the organization. He planned, developed and executed engineering, operational, and export processes to assure consistent service. He proficiently solved complex problems and gauged operating data to ensure conformity to system safety standards.Russell developed new programs to support the strategic direction of the organization. He expertly enhanced project management of contract projects. He efficiently modernized Educational Program to increase participation. He worked and enhanced customer agreement process and customer satisfaction.

Within his role as a Tanner Research – Program Manager, Russell expertly executed the development to plan, built, and works in laboratories for office space, tenant leasing, electronics cleanroom, explosives development, and laser laboratory spectroscopy measurements. He proficiently worked as the company’s Facility Security Officer and Information System Security Officer. He directed the entire anti-tampering programs including new technology product development team. Russell administered multiple division energetics, sensor chip assemblies (SCA), and semiconductor imaging projects and proposals using microcontroller based systems. He developed test fixtures for product validation and demonstration using Solid Works and AutoCAD. He supervised development testing and product demonstration teams. Implemented and managed changes and interventions to ensure project goals are achieved. He produced accurate and timely reporting of program status throughout its life cycle.Furthermore, Russell successfully endorsed company at conferences and with customers. He lobbied national legislators for plus-up funds on multiple contracts. He met with stakeholders to make communication easy and transparent regarding project issues and decisions on services. He steered $5M+ in new business through SBIR, BAA, and congressional plus-up revenue. He successfully planned and designed five (5) facilities for office and engineering laboratory spaces. He consistently involved in the process development and management of a fabrication cleanroom for MEMS and non-standard technology processing.
