Moved by the inadequate response to Hurricane Katrina, and driven by the prospect of doing meaningful work with tangible results, I drew on my extensive experience in logistics and transportation to pursue a business idea of animal rescue coordinator.

As a recognized mobility expert, I worked at Northrop Grumman on a Request For Proposal for an aerial tanker contract worth $100 billion. I designed the methodology, stressing that our candidate aircraft’s ability to carry fuel and/or cargo made it operationally superior to alternatives because it was adaptable to inevitable misalignments in the system.

I spent two years at the Pentagon as a liaison between military officers and civilian consultants. I simultaneously managed the presidentially-mandated quadrennial review (QDR) while overseeing upgrades to the model we were tasked to use. Meanwhile, in response to a Request For Proposal (RFP) to replace and improve upon the model, I joined the proposal team, which ultimately won the $125 million simulation contract.For the simulation, I provided high-level guidance to software engineers and verified their computer code implementation. I maintained the official "base case" scenario, integrating data change requests from 60 in-house colleagues. Finally, as a member of the development test team, I vetted the simulation before its release and ensured that defects were satisfactorily resolved. Because the culmination of this process was so high profile -- government sign-off and delivery of the new release worldwide -- I worked closely with everyone on the team -- from computer programmers to the research director.

During my 12 years at RAND I honed my research and analysis skills. Work presented to captains and majors was well received and resulted in introductions to -- and assignments from -- more senior military personnel. One project leader wrote in an annual performance review: “Ruth knows what good research is and knows how to get it from others. … [She has] superb interpersonal skills.” I spearheaded transportation analyses for seminal Department of Defense force structure studies; work that earned me a rank equivalent to that of full colonel.Transportation analyses included determining the placement, in the three-dimensional sky, of tanker aircraft to aerially refuel other aircraft.
